Abstract The Ugandan economy has undergone fundamental structural shifts in the past 16 years owing to the collapse of the urban and export sectors. Wages fell drastically and cash incomes practically disappeared in the rural areas. The lack of basic tools and the breakdown of infrastructure are identified as the critical constraints impeding a revival of the agricultural sector.
