Abstract The international rule book on world trade needs rewriting and updating. Can the GATT do the job, or is a new international superagency needed? The shortcomings of GATT exist because at the time of drafting it was assumed to be a temporary agreement to be superseded by an International Trade Organisation. Now, however, it may make more sense to enlarge and strengthen GATT rather than creating a new superagency.
