E N A B L I N G L E G I S L A T I O N

T h e C o u n c il fo r A b o r i g i n a l R e c o n c ilia tio n w a s e s t a b li s h e d , w ith

u n a n i m o u s c r o s s - p a r t y s u p p o r t , as a s t a t u t o r y a u t h o r i t y u n d e r

th e Council for A boriginal Reconciliation A c t 1991. Its f u n c t io n s a n d

p o w e r s a re s e t o u t in d e t a i l in A p p e n d i x 1.

T h e C o u n c i l 's t a s k is to im p r o v e th e r e l a t i o n s h i p s b e t w e e n

A b o r i g i n a l a n d T o r r e s S tr a it I s l a n d e r p e o p l e s a n d th e w i d e r

A u s t r a l i a n c o m m u n i t y . Its v is io n s t a t e m e n t re f le c ts h o w it w o u l d

lik e to se e A u s t r a l i a n s o c i e ty in th e y e a r 2001:

T h e p r e a m b l e to th e C ouncil for Aboriginal Reconciliation A c t 1991

p r o v i d e s the f o l lo w in g b a c k g r o u n d to th e n e e d fo r reco n ciliatio n :

• A ustralia was occupied by Aborigines and Torres Strait Islanders

ivho had settled for thousands of years before British settlem ent at

S y d n e y Cove on 26 January 1788;

• m a n y A borigines and Torres Strait Islanders suffered dispossession and dispersal from their traditional lands by the British Crown;

• there has been no form al reconciliation between Aborigines and

Torres S tra it Islanders and other A ustralians;

• by the year 2001, the centenary o f Federation, it is m ost desirable

that there be such a reconciliation;

• as a part o f the reconciliation process, the C omm onw ealth w ill seek

an ongoing national com m itm ent from g o ve rn m e n t at all levels to

cooperate and coordinate with the A boriginal and Torres Strait

Islander C om m ission as appropriate to address progressively

A boriginal disadvantage and aspirations in relations to land, h ous­ ing, law and ju stice, cultural heritage, education, em ploym ent,

health, in frastructure, economic developm ent and any other relevant m atters in the decade leading to the centenary of Federation, 2001.

a n i n v i t a t i o n to c o n s i d e r t h e a p p o i n t m e n t o f a c o m m i t t e e of

i n d i g e n o u s , n a t i o n a l m i n i n g i n d u s t r y a n d g o v e r n m e n t r e p r e s e n t a ­

t i v e s to p r o m o t e i n i t i a t i v e s to a c h i e v e b e t t e r r e l a t i o n s a n d to

i m p r o v e d i a l o g u e w i t h i n t h e i n d u s t r y . D e ta il s o f p r o g r e s s a r e

A m a jo r a c h i e v e m e n t e a rly in th e y e a r w a s i m p l e m e n t a t i o n o f the

C o u n c i l 's firs t t r i e n n i a l s t r a te g i c p l a n , a d o p t e d b y C o u n c i l in M ay

1992. T h e p l a n w a s t a b l e d in P a r l i a m e n t , as r e q u i r e d u n d e r s.10 of

th e le g i s l a ti o n , o n 4 N o v e m b e r 1993, a t th e s a m e ti m e as C o u n c i l 's
