The Australian Pig Industry Council (APIC) was established under the Primary Industries Legislation Amendment Act 1993 (the Act) on 20 September 1993, the day the Act received Royal Assent, to replace the Australian Pig Industry Policy Council which was established in 1987 and which was terminated by the Act immediately before APIC's commencement


While the Council was established on 20 September 1993, the Chairperson was not appointed until 17 March 1994 and the other members were not appointed until 13 April 1994. The Council was therefore only able to meet once during 1993-94. It met twice

during 1994-95, on 9 October 1994 and on 8 February 1995.


The object of the Council is to facilitate the development by the Commonwealth Government of sound, consistent and comprehensive policies concerning the pig industry, through the active and coordinated involvement of that industry and related industries in the process of policy formation.


The Council's functions are:

. to keep under review, and report to the Minister on, the strategic direction of the Australian pig industry;

. to inquire into, and report to the Minister on, matters affecting the pig industry which the Council thinks require investigation or action;

. to inquire into, and report to the Minister on, matters affecting the pig industry referred to the Council by the Minister;

. to convene industry review conferences;

. to consult and cooperate with such persons, organisations and bodies as the Council thinks fit in relation to matters affecting the pig industry; and

. such other functions as are conferred on the Council by the Act or the regulations or by another Act.


The Council has the power to do all things necessary or convenient to be done for, or in connection with, the performance of its functions.

The Council Secretariat is staffed by permanent full-time employees of the Australian Public Service employed within the Department of Primary Industries and Energy portfolio. The 1994-95 staff comprised:

Mr Coggins worked full-time and Ms Real part-time on Council business.



The Council adhered to the view that in order to make a worthwhile contribution to the industry it would identify and channel its efforts into one or two major activities. A study into the international competitiveness of the Australian pig industry, which the Council identified as its priority task at its first meeting on 22 June 1994, was finalized in March


The thrust of this study, copies of which were given to all delegates to the Pork Council of Australia Conference in March 1995, to all the other industry bodies represented on the Council and to the Minister, is that the production sector of the Australian pig industry is, by and large, internationally competitive, but the industry as a whole is not internationally

competitive because the abattoir and processing sectors of the industry fall well short of international best practice. While there are a number of reasons for the poor performance of these sectors, major ones are that Australian plants are relatively small scale operations and tend to be old compared to those in competitor countries. Major opportunities for reducing the industry's costs appear to lie in the areas of integration and rationalisation of the abattoir and processing sectors.

With a view to giving the paper much wider distribution within the industry, a professional journalist was engaged in June 1995 to rewrite the paper to make it easier to read.

A key recommendation in the paper was that the Council "work with other industry bodies to develop a single strategic plan for the Australian pig industry and thereby encourage the industry to focus more clearly on a strategic vision, which would include a national export strategy, and the subsequent roles and expectations of its marketing and research bodies." The Minister strongly endorsed this recommendation and the task of facilitating the development of a single strategic plan covering all sectors of the industry from production through to retailing, became and remains the Council's priority task.

A Strategic Plan Working Party was established to prepare a draft five year plan. The draft is to be completed for consideration by the Council in October 1995 and the plan finalised by the Council before the end of the 1995 calendar year. A consultant was engaged as a workshop facilitator to assist the Working Party.

Planning commenced for a two week long visit early in 1995-96 to north America and western Europe by three Council members, the Chairman, a member representing the production sector and one representing the processing sector of the industry, to consider alternative industry stmctures, collect all relevant data on assistance provided to pork

producers in key overseas countries, and develop concepts for consideration by the Council as inputs into the strategic planning process.

The Director of the Australian Quarantine and Inspection Service (AQIS) was invited to attend the February 1995 Council meeting to discuss AQIS reform and export inspection charging, AQIS charges being seen as a hindrance to the development of export markets for pork. The export of product from domestic plants to markets which will accept such product, was covered in this discussion.

Formal reports on the Council's activities were made to the two Pork Council of Australia conferences during the year, by the Chairman at the October 1994 conference and by the Executive Director at the March 1995 conference. Communication with the industry as a whole was also maintained by Council representation at various industry fora.



Operational Problems

The Council did not encounter any operational problems during the year.

Subsidiary Bodies

The Council has no subsidiaries.

One working party, a Strategic Plan Working Party, was established during the year.

During 1994-95 the Council did not receive any requests for access to documents under the Freedom o f Information Act 1982.


The Commonwealth provided funds to cover the Chairperson's remuneration, travelling expenses for all members, other operating expenses of the Council and salaries of the Secretariat staff.

The rate of remuneration of the Chairperson and travelling allowance for the Chairperson and members are determined by the Remuneration Tribunal.

The Council was not required to undertake a separate audit as receipts and payments are audited as part of the audit of the Department of Primary Industries and Energy. The following financial statement is presented for information purposes only.

The Minister responsible for the Council during 1994-95 was Senator the Honourable Bob Collins, Minister for Primary Industries and Energy.

Under the Primary Industries Legislation Amendment Act 1993 and the Primary Industry Councils Act 1991 the Minister has the power to:

(i) request the Council to prepare a report on the strategic direction of the pig industry;

(ii) make public a Council report as he/she thinks fit;

(iii) appoint the Chairperson, three members on the nomination of the Pork Council of Australia, one member on the nomination of the National Meat Processors Association and one member on the nomination of the Meat and Allied Trades Federation of Australia;

(iv) reject a nomination and request the nomination of another person if he/she is not satisfied that a person nominated for appointment as a member should be appointed;

(v) appoint a member as Deputy Chairperson;

(vi) terminate the appointment of the Deputy Chairperson;

(vii) appoint a deputy of a member;

(viii) grant leave of absence to the Chairperson;

(ix) terminate the appointment of any appointed member for misbehaviour, physical or mental incapacity, bankruptcy, undisclosed interest that could conflict with the proper performance of duties, unapproved absence, or, in the case of a member appointed on the nomination of one of the three abovementioned industry organisations, on the written request of that organisation;

(x) present the annual report to Parliament within fifteen sitting days of receipt.

In 1994-95 the Minister exercised powers under (iii), (vii) and (x).
