This is the second annual report of the Official Establishments Trust. It covers the financial year ended 30 June 1981.

During the financial year the Trust provided advice on the formulation and implementation of programs of works at each of the four official residences.

The Trust continued with the planning of a long-term program of conservation and development. The main features are included in this report.

The Official Establishments Trust was established by the Government on 20 September 1979 to be responsible for advice in relation to the conservation, development and efficient operation of the buildings and grounds of the Official Establishments. The Official Establishments comprise Government House (A.C.T.), Admiralty House

(N.S.W.), The Lodge (A.C.T.), and Kirribilli House (N.S.W .). The following were appointed inaugural members of the Trust on 20 September 1979 for terms ranging from two to five years: Sir Andrew Grimwade, C.B.E., Chairman

The Trust has established four main advisory committees, one for each official residence, with each committee chaired by a member of the Trust and on which are represented the respective Occupants of the official residences. In addition, the Trust has established three other committees to provide liaison and advice in relation to the fine arts, landscaping and finance.

These committees meet regularly and the Trust as a whole meets once each quarter. The Trust and its committees are serviced by the Department of the Prime Minister and Cabinet.

The Trust wishes to acknowledge the continuing help and co-operation given by many people, especially His Excellency the Governor-General and Lady Cowen, the Prime Minister and Mrs Fraser, the Department of the Prime Minister and Cabinet, the Commissioner and senior officers of the National Capital Development Commission,

the Secretary and senior officers of the Department of Housing and Construction, the Protective Services Co-ordination Centre, the Australian Security Intelligence Organisa­ tion, the Department of Transport, the Australian Federal Police, the New South Wales Police Force and Mr Phillip Cox, Architect, of Sydney.



In its Annual Report for 1979-80, the Trust foreshadowed its intention to submit to the Government a long-term plan of conservation and development of the four official residences and throughout 1980-81 much of the Trust’s time has been devoted to the preparation of that plan.

As part of its long-term forward planning, the Trust has recommended the imple­ mentation of a variety of works aimed at arresting further decay of the fabric of the buildings and at improving the operational efficiency of each of the four official residences. However, many major defects and deficiencies still remain and these cannot

be remedied, or substantially improved, within the limited financial allocations approved by the Government in recent years. The four official residences are listed in the interim Register of the National Estate,

which is an inventory of the significant parts of the cultural and national environment of Australia. Registration imposes constraints on works which may be undertaken on listed buildings. The Trust’s First Annual Report referred to the desirability of work to remedy the

many defects and deficiencies of the four residences being planned ahead on the basis of a 5 - to 10-year program. In proposing any such long-term program the Trust recognises that the necessary level of expenditure must be considered by the Government in the normal budgetary context and that the Government must also take into account other

upkeep and running costs of the Official Establishments. Although a specific time-frame for the long-term program has yet to be recom­ mended, the Trust believes that, nationally, the Bicentennial year, 1988, could be seen as an appropriate date for achieving the principal features of the program.

For reasons of economy, efficiency and practical planning, the Trust’s recommen­ dations in relation to long-term planning generally envisage the execution of whole works as one project. Staging of works will be recommended, however, where budgetary, operational or other reasons warrant construction over more financial years than normal

programming would require. Against this background in 1981-82 the Trust will be proposing relative priorities for various elements of its recommended long-term program. T wo principal features of the long-term program are a proposed new wing at

Government House and a proposed new Prime Ministerial residence at Stirling Ridge. For Government House, the Trust’s first Annual Report referred to the initiation of proposals for the provision of office accommodation and reception facilities. At that time concern was expressed about the potential fire hazard in the existing office wing and this

problem is an aspect that must be addressed soon as an urgent requirement. The supplementation of these areas was recommended in the Final Report of the Committee on Official Establishments. The Tmst has continued the development of these proposals and has initiated discussions with the National Capital Development

Commission to prepare basic design concepts for the Trust’s consideration. The main features of the long-term program recommended by the Trust are shown at Chapter 6 of this Report.


Development Proposals In April 1981 the Trust, in close collaboration with the National Capital Development Commission and the Office of the Governor-General, prepared a brief for the additional accommodation at Government House.

The need for these facilities was based on the Trust’s view that the present reception area has certain operational inadequacies given its normal multipurpose use and that existing administrative accommodation inhibits optimum efficiency.


The brief envisages the design and construction of a new building attaching to the eastern (State Entrance) end of the Main Residence. The main purposes of the new building will be to provide:

(a) a ceremonial area for receptions, formal functions and State occasions, including investitures, diplomatic receptions and other forms of formal entertainment involving large numbers of official guests;

(b) adequate office accommodation for Their Excellencies, their personal staff and the administrative support staff at Government House.

The brief calls for the removal of temporary weatherboard offices and dilapidated outbuildings followed by restoration of affected areas of the Main Residence. The Trust proposes to recommend to the Government that its brief be accepted as a basis for further detailed development of the proposal. The Trust envisages that some

action on development of the project may need to be initiated during the financial year 1982-83.

Physical Security Measures Design and documentation of certain recommended measures were completed and work submitted to tender. Installations will be started in the financial year 1981-82.

General Works In accordance with the Government’s request for financial restraint, works carried out were limited mainly to recurring annual maintenance, various remedial works, cyclical repairs, and repainting of the Main Residence and out-buildings and staff cottages. Furnishings purchased included stainless steel fittings for the main kitchen, glassware, new carpet for a

staff cottage, new and replacement outdoor furniture, and a demountable dais. Repairs and alterations were carried out on an internal skylight and to the roof of the State Dining Room. New showers and toilets were installed in the staff quarters. The surfaces of the two tennis courts were regraded, drained and prepared for artificial grass surfaces.

Because of the high estimated cost, a proposed structural survey of the Main Residence, attached service building, outbuildings and all associated mechanical, electrical and hydraulic services was suspended. The Trust recommended that a less costly survey, which is essential to forward planning, proceed early in the financial year 1981-82.


Restoration Works Restoration works were completed to the roof and roof space of the Main Residence; the historic, stained-glass windows over the main staircase were removed, cleaned, strength­ ened and re-installed; external restoration of the historic Gate House was completed and its upper floor restored to original condition.

General Works These works included reconstruction and upgrading of staff bathroom and toilets; repairs and repainting of the main residence; replacement of roofing sections over pantry and hall; insulation and lagging in the main roof space; and new fly screens for the staff quarters.

At the main waterfront remedial works to the jetty and sea steps proceeded, and minor subsidence and drainage faults were remedied adjacent to the Marine Barracks.

Forward Planning The Trust completed its forward plans for long-term conservation and development, details of which are shown at Chapter 6.



General Works Replacement of roof space hot water storages and remodelling and redecorating of the main bedroom suite were completed. This included provision of an air-conditioner to the bedroom and modernisation of the bathroom and dressing rooms.

Other works included general external repairs to the main residence and additional plumbing and associated repairs at the main police post. Fire protection measures were installed throughout the main residence including an automatic thermal fire and smoke detection/alarm system, fire doors, extinguishers, signs

and emergency lighting. Preparatory works, including grading and drainage, were com­ menced for the installation of an artificial grass surface on the tennis court. New furniture and fittings purchased included a 24-place dining table; built-in storage units for the servery; new drinkware, two bedside tables, a bedhead, new carpet, curtains, blinds and fittings for the main bedroom suite as recommended by the Trust.

Forward Planning The Trust has completed its forward planning for The Lodge, details of which are shown at Chapter 6. As indicated in the first Annual Report, the Trust recommended Stirling Ridge as the

preferred site for a future new Prime Ministerial residence. The Trust will be recommend­ ing that an overall site of about 8 hectares be delineated and reserved. The Trust believes that the Bicentennial year may be seen as a significant year in proposals for development of any new residence.

In relation to the present official residence of the Prime Minister of Australia — The Lodge — the Trust’s recommendations for conservation and development are aimed primarily at its future use as an official residence for overseas guests of the Commonwealth Government.


General Works These works comprised replacement of the paling fence along the northern boundary of Kirribilli Avenue to the harbour and replacement of the metal gate in the waterfront wall.

Restoration Works As foreshadowed in the Trust’s first Annual Report, all State Areas on the ground floor were comprehensively refurbished and redecorated. Works included replacement of

some joists and floorboards; replastering, repainting, treatment of rising damp; rewiring and replacement of redundant and unserviceable fittings; joinery works including to doors, skirtings, trims and surrounds; upgrading of plumbing, wall-papering; replacement of ceiling in dining room and replacement of lighting in dining room and guests’ toilet.

The main Guest Suite at first floor level was refurbished including repainting and redecoration. Existing furniture was stripped and repainted. Some new furniture and fittings were provided in the dining room, study and drawing room, including settees and armchairs, curtains, blinds, light fittings, standard lamps, a

cheval mirror, cushions and cushion covers. New carpet was installed throughout the State Areas of the ground floor. Furnishings for the main Guest Suite included new bedspreads, pelmets and curtains.

Physical Security Measures Work was completed on first stage measures and planning commenced for the installation of second stage measures in 1981-82.


Forw ard Planning The Trust has completed its forward planning for Kirribilli House, details of which are shown at Chapter 6.


A major objective of the Trust for the purposes of accurate forward planning has been the completion of comprehensive investigations into the structural condition and efficiency of the main residences, outbuildings and associated services, physical security, and the grounds and gardens of the Official Establishments. These investigations, for the main part, have been completed.

The investigations have involved the services and advice of professional officers of the Department of Housing and Construction, the National Capital Development Commission and other expert consultants. In addition to providing detailed information about the defects and deficiencies of the buildings, the reports commissioned by the Trust include certain alterations and additions considered necessary to improve operational efficiency commensurate with the needs and requirements of modem day diplomacy and for many years ahead.

With the exception of Government House a Master Plan of future conservation and development for each official residence has been prepared. The Trust will be considering whether a similar Master Plan should be developed for Government House following completion of the comprehensive structural survey mentioned earlier in this

Report. The main features of the long-term program of conservation and development to be recommended to the Government are shown later in this chapter. The program, however, does not include provision for such things as annual, recurring minor maintenance (breakdown and service repairs), cyclical maintenance (internal and external painting and associated repairs) and the upkeep and maintenance of grounds

and gardens. For obvious reasons details of recommended physical security measures are not shown. All of the abovementioned works, however, do represent a substantial component of annual expenditure and are the subject of advice by the Trust to the

Government in relation to program making each financial year.

Main Features o f Long-Term Program Government House

» Construct new building, or wing, to provide for new and improved administration offices and ceremonial needs. Demolish existing weatherboard office block. • Reconstruct service building connected to M ain Residence. Install recommended fire measures throughout. Demolish weatherboard service areas and stores

buildings which are fire hazards. • Convert major oil-fired plant to natural gas and reticulate natural gas to Main Residence and other areas. • Upgrade guest bedrooms and bathrooms. • Renew all electrical wiring and replace existing domestic water service in copper. • Replace specified timber floors and substructure on ground, first and second floors. • Remedial work to cracked brickwork and defective plaster throughout. • Install passenger lift to service three levels. • Install air-conditioning in State Areas and other specified areas of Main Residence. ® Structural improvements to roof framing. • Relay brick paving to terraces of main residence. • Renew electrical wiring and hydraulic services to specified outbuildings. • Remedial work to cracked brickwork and plaster in specified outbuildings.


* Duplicate main water supply main; replace galvanised pipes with copper and connect to fire main; install new, unmetered fire-service ring around main buildings complex. * Repair or replace and upgrade sewer lines; supply manholes.

Reconstruct service areas of main residence. Develop basement areas for boiler and plant installations. Install new electrical, mechanical and hydraulic services throughout main resi­ dence and remove various unused services.

Refurbish guest suites and remove antiquated/unserviceable built-in fittings. Refurbish main corridors and landings, staff offices, technical areas of main residence. Install air-conditioning to State Areas and other specified areas of the main residence.

Reconstruct female guests' toilet area and construct toilet for male guests. Install emergency power system, and passenger lift to service two levels. Install recommended fire measures throughout buildings complex. Restore extensive areas of stonework to main residence including, facias, copings, colonades, sills, including repointing of bed joints and perpends. Install dampcourses in main residence, subdrainage systems, reline gutters in

copper, clean down, redress and seal all external stoneworks. Remove all excresences from facade of main residence. Construct new service building on western boundary together with associated service road and official parking area for guests and visitors.

Construct propogation areas, potting sheds, refuse collection and disposal facilities. Complete final stage of restoration of Marine Barracks and connect new electrical and hydraulic services. Reinstate sandstone paving at forecourt of Marine Barracks. Reconstruct seawall foundations and copings along south frontage of harbour; restore all higher level copings and embattlements.

Reconstruct Pool House. Construct common police post at Gate House and relocate central and monitoring equipment within Gate House. Reconstruct main driveway, derelict paths, steps and ballustrades.

Integrate grounds with those of Kirribilli House and form new landscape. Eliminate high maintenance areas of grounds and gardens and derelict beds and rockeries. Reafforestation of harbour-side grounds with native species and denser plantings

along walks. Install fully automatic grounds watering system; revise drainage throughout grounds.


• Replace timber fencing at western boundary. • Demolish and remove specified excresences and outbuildings including external bathroom, boiler house, police post, pool house and associated plant room, cottage, potting sheds, propagation enclosure, dump and incinerator.

• Supply new and additional furniture to replace low quality reproduction pieces in State Areas. • Supply selected works of art and art objects for State Areas. • Supply replacement furniture for bedroom suites and new carpet, curtains and

blinds for State Areas, main entrance, corridors and bedroom suites. • Supply new and replacem ent furniture for proposed Service Building on western boundary. • Supply sculptures, ornamental features and new garden furniture.

The Lodge • Construct new Prime Ministerial residence on selected site at Stirling Ridge, Canberra. • Conversion of The Lodge into accommodation for visiting V.I.P.s. • Repair roof of main residence; upgrade and insulate roof space; remove redundant

fittings and install above ceiling catwalk. • Install air-conditioning in State Areas. • Strip external walls to original base, repair, render and repaint. • Convert oil-fired plant to natural gas and reticulate natural gas to main residence. • Modernise main and second guest suites including bedrooms, dressing rooms,

bathrooms and associated fittings and services. • Construct outdoor entertainment area including screened courtyard, pavilion including store room and changerooms, and extend pergola. • Construct sealed carpark for official guests and visitors. • Reconstruct gardeners’ building as toilet/amenities block for visiting public. • Construct new gardeners’ building including amenities, equipment store/garage

and toilets.

• Upgrade swimming pool; install energy conservation measures and pool equipment. • Upgrade and extend Main Police Post. • Install sound reduction measures to north side areas of main residence. • Grounds improvements including resurfacing of main driveway; upgraded and

additional grounds watering system; sewer line replacement; upgrading of paths and paving; additional grounds lighting, drainage and rationalisation of eastern picking gardens; complete redesign of south garden including access path, lighting, gates and steps and selected sculptures. • New cutlery and silverware for State Dining Room. • New selected light fittings for State Areas and main guest suites. • New curtains for Reception Hall. • New and replacement furniture and carpet for main guest suites. • Selected works of art and art objects for State Areas. • New and replacement outdoor and garden furniture.

Kirribilli House • Link main driveway with Admiralty House. • Restore and develop in stages the Main Residence including installation of damp courses; roof repairs, sarking and insulation; sub-floor drainage and ventilation;

new mechanical, electrical and hydraulic services; replacement of guttering, rain water heads and downpipes in copper; replace corrugated verandah roofing; repair timber flooring and substructures; repair faulty plaster, brickwork and stone work.


• Construct new main staircase; relocate rear service stairs; enlarge dining room, construct male and female guest toilets; reinstate first floor bedroom; demolish two existing toilets, dressing room and bathroom; install new mechanical and electrical services. • Reconstruct kitchen and related servery areas and improve ventilation and


• Install air-conditioning in State Areas and guest suites. • Demolish courtyard gardeners’ building and external washrooms, potting sheds and propagation areas. • Construct new Communications and Plant building at rear of residence and link to

main residence by covered way. • Reconstruct service courtyards at rear and side of main residence. • Integrate grounds with Admiralty House and restore to original design and condition, including regrading of grassed terraces, creation of walks and wilderness

areas, replanting with native species, rationalisation of paving and paths, removal of bitumen paths, trivia, distractions and mixed brick areas, exposure of natural features including rock forms, boulders and pools, removal of labour intensive areas including beds of annuals. • Reconstruct screen walls and shrubbery for privacy and replace post-lighting

fixtures with concealed source, ornamental and area-lighting units. • Install below ground automatic watering system. • Correct grounds drainage, restore rock walls and eliminate poorly constructed, manmade rock walling.

• Replace paling fence fronting Kirribilli Avenue with sandstone wall. • Supply selected sculptures and ornamental features. • Demolish garage, external storeroom, paling fences and superfluous retaining and screen walls.

• Supply new and additional furniture for State Areas and first floor guest suites to replace low quality reproduction pieces. • Supply additional dinnerware, crystalware and silverware for enlarged dining room.

• Supply works of art and objects of quality for State Areas. • Supply new and additional furniture for Communications and Plant building. • Supply new and replacement carpet and curtains for new and restored areas of main residence and new plant and equipment for servery and laundry areas.


During the financial year the Trust consulted with various Commonwealth and private organisations including the Department of Housing and Construction, the National Capital Development Commission, the Department of Transport, the Protective Services Co-ordination Centre, the Australian Federal Police, Australian Security

Intelligence Organisation, the New South Wales Police Force and expert, private consultants including Mr Phillip Cox of Sydney. Subjects covered by these consultations included:

• Delineation of a site at Stirling Ridge, Canberra, for a future, official residence for the Prime Minister. • Extension of the public cycleway around Lake Burley Griffin as affecting the boundaries of Government House. • Public Open Days at Kirribilli House and at The Lodge. • Master Plan Reports for Kirribilli House, Admiralty House and The Lodge. • Proposed additional ceremonial and office accommodation at Government House.


• Oil dependency and energy conservation and possible conversion to natural gas of major plant for space and water heating at Official Establishments. • Grounds restoration and development proposals at Official Establishments.


Funds for the maintenance, upkeep, operation and conservation of the Official Establish­ ments are within the appropriation of the Department of the Prime Minister and Cabinet. Details of appropriations and expenditure for 1980-81, and expenditure for 1979-80 are shown at Appendix B.

The Trust is responsible for advice to the Government in relation to proposed expenditures for capital works and services, furniture and fittings, repairs and main­ tenance, and maintenance of grounds. The Trust provides advice at all stages of the annual budgetary cycle including forward estimates (three years ahead), budget esti­ mates and, as necessary, revised and additional estimates.

For 1981-82 the Trust recommended a substantial increase in expenditure in relation to urgently required conservation and development works, particularly those at Admiralty House, Sydney. The Trust also recommended that funding for Official Establishments, spread over six appropriations, be concentrated in two appropriations to enable better program management and greater flexibility, particularly concerning conservation works in old



Throughout 1980-81 the Trust continued to work closely with the Australiana Fund whose Australiana Collection is used and displayed in the four official residences. The Collection consists of works of art and objects d'art of quality and interest which reflect and illustrate Australian cultural achievement and heritage.

The Australiana Fund was formed in March 1978 and a list of all items made available by the Fund to the Official Establishments is shown at Appendix C. The Australiana Fund collaborates closely with the Trust and the Department of the Prime Minister and Cabinet in relation to acquisitions proposals, public open days, and media relations concerning Official Establishments.

Members of the Trust are also members of the Australiana Fund and most serve on the executive, or Council, of the Fund. The membership of the Council is currently as follows:

• President — Mrs Malcolm Fraser, wife of the Prime Minister; • Vice President — Sir Andrew Grimwade, C.B.E.; • Chairman — Dame Helen Blaxland, D.B.E.; • Deputy Chairman — Mr John Walton; • Principal Secretary — Mr John McGilligan; • Other Councillors — Mr Richard Austin, Mr Guilford Bell, Mr Charles Campbell,

Hon. James Cope, C.M .G., Mr J. G. Gosse, Mrs Philip Simpson, Mr David Smith. C.V.O.. C.St.J., and the Hon. Mr Justice Underhill, O.B.E.

The Trust and the Fund now have under consideration a draft long-term acquisition policy in relation to the Fund’s Collection. The Fund's Collection will become of increasing importance to the Official Establishments with the opening of the new National Gallery building and probable recall of parts of the National Collection now on loan to the Official Establishments.




The Trust shall be responsible for advice to the Government on the conservation, development and efficient operation of the buildings and grounds of the Official Establishments of the Commonwealth of Australia. The Trust’s principal functions shall be to advise the Prime Minister on: (a) the conservation and development of the buildings and grounds of the Official Establish­

ments in both the short and long term; (b) the standards of services, facilities, furniture and fittings necessary for the efficient operation of the Official Establishments; (c) the accommodation needs within Official Establishments of the Governor-General and the

Prime Minister, their guests and staff, and of dignitaries visiting Australia as official guests of the Government; (d) the estimates of annual expenditure (including relevant allowances) in relation to the conservation, development and efficient operation of the buildings, services, facilities,

furniture and fittings, and grounds of the Official Establishments; (e) such other matters concerning Official Establishments as may be referred to it by the Government. In providing advice the Trust should ensure, through close consultation with the Occupants, that the personal preferences of the Occupants are taken into account, particularly in respect to the

Private Apartments of the Official Establishments. The Trust should also have special regard for the ceremonial and historical aspects of the Official Establishments and for the requirements of other authorities and organisations concerned with the National Estate. The Trust’s major recommendations will be submitted, in the first instance, to the Prime

Minister and the Trust will submit to the Prime Minister each year a report concerning its activities and operations.
