Japan today agreed to ratify the Kyoto Protocol. This is a clear signal that the Kyoto Protocol, with its legally binding targets and timetables, is the only effective international framework for combating global warming.

Ratification of the Protocol will also enable Australian business to participate in international emissions trading and carbon credits based activities. Failure to ratify runs the risk of leaving Australian business behind.

Japan’s decision to ratify follows hot on the heels of the European Union (EU). The EU signed the protocol on 31 May, meaning 71 countries have now agreed to ratify the Kyoto Protocol.

Consequently, the first threshold for the Kyoto Protocol’s entry into force has now been attained.

Norway, New Zealand and Russia, the candidate countries and many other developing countries are also making significant progress towards ratification.

The Howard Government must take a leadership role, stop its procrastination on global warming, and ratify the Kyoto Protocol.
