New Arrangements To Benefit Job Seekers

Minister for Employment Services, Mal Brough, today announced new arrangements that will significantly improve employment services delivered to Australia’s job seekers.

The new arrangements will take effect from 1 July next year, when the third round of Job Network contracts commences.

Mr Brough yesterday released the third in a series of evaluations of Job Network by the Department of Employment and Workplace Relations, while the final report of the Productivity Commission’s Independent Review of Job Network was tabled in Parliament.

"Both reports strongly reinforce the message that the Job Network, through its contracted providers, is delivering better employment services at a substantially lower cost than anything that has gone before it," Mr Brough said.

Mr Brough also pointed to the figures released yesterday by the Australian Bureau of Statistics showing that the number of long-term unemployed people in Australia has fallen to 133,300 - the lowest level since 1990.

"Job Network is clearly delivering results," he said. "More than 1 million jobs have been created since the Howard Government came to office and the Job Network has been responsible for putting 318,200 unemployed people placed directly into jobs through Job Matching."

Mr Brough said the Government had acted on calls by the Australian Council of Social Services to make further improvements to the Job Network to help those most disadvantaged in the labour market. "The Government will spend $ 2.6 billion on Job Network services over the three years from 1 July 2003 - an increase of nearly $400million on the previous three years," he said.

Mr Brough said that the changes are good news for job seekers and would result in faster and easier access to a wider range of job opportunities.

New arrangements include:

a single Job Network member of the job seeker’s choice, providing the full range of services with no waiting to access these services; ●

services tailored to individual needs, with the most disadvantaged and all long-term unemployed gaining immediate access to the most intensive forms of assistance; ●

a "Service Guarantee" for all job seekers, defining the minimum service standards they will receive from Job Network; ●

a new Job Seeker Account providing a pool of funds (around $185m per annum) for use by Job Network members to purchase training, work experience and other assistance to help job seekers into work; ●

a new fee structure for Job Network organisations providing the greatest incentives to find work for those job seekers most in need of assistance. ●
