Minister welcomes anti-spam code

The Internet Industry Association’s (IIA) release of a draft industry code of practice is a welcome addition to Australia’s anti-spam endeavours, the Minister for Communications, Information Technology and the Arts, Senator Helen Coonan said today.

“Australia is taking the lead in developing realistic and effective responses to the spam problem,” Senator Coonan said.

“This code for Internet service providers (ISPs) and email service providers (ESPs), when finalised and ratified, will be an important building block in Australia’s anti-spam efforts.

“It will provide a set of consistent and easily understood rules that will assist service providers to minimise spam in Australia and provide additional anti-spam support for consumers. The code provides a bridge between the day-to-day activities of ISPs and ESPs and the provisions of Australia’s anti-spam legislation.

“Australia is fortunate that its service provider and marketing industries have supported the development of anti-spam legislation and are now taking steps to assist its effective operation.”

The strength of Australia’s approach to spam lies in a multi-layered strategy including legislation, educational and public awareness programs, the promotion of anti-spamming technologies, industry codes and international cooperation.

“The Spam Act 2003 is regarded as one of the strongest legislative responses world wide— international anti-spam watchdog Spamhaus has called it the world’s best anti-spam law,” Senator Coonan said.

Australia has recently signed an agreement with the US and UK that will help their anti-spam enforcement bodies to work more closely with the Australian Communications Authority against spam. Australia also has agreements with Korea and Thailand to share information on regulatory approaches against spam.

The IIA draft industry code of practice will soon be joined by an e-marketing code of practice, currently being developed by the Australian Direct Marketing Association.
