Government Response to Reports on Offshore Petroleum Industry

The Australian Government today released its response to two key reports into Australia’s offshore petroleum industry.

The Productivity Commission’s Review of the Regulatory Burden on the Upstream Petroleum (Oil and Gas) Sector, presented to the Government on 30 April 2009, found the current regime imposed significant unnecessary burdens on the sector, not least through overlapping regulations.

It recommended the establishment of a new national regulator for offshore petroleum - as well as implementation of best practice regulatory principles in all jurisdictions.

This is consistent with the core recommendation of the Report of the Montara Commission of Inquiry and one that the Government has acted on today with the introduction in parliament this morning of a package of Bills to establish a single national regulator.

Tabling the two reports in parliament this afternoon the Minister for Resources and Energy, Martin Ferguson AM MP, said the Government’s response to both reports highlights its commitment to strengthen protections for workers and the environment and put in place a world’s best regulatory framework for Australia’s offshore petroleum industry.

"The Government has consulted on its draft response to the Montara report over a three month period and considered 17 submissions.

"The Government’s final response reflects this consultation and I thank all those who participated in this process.

"Our final response to Montara provides greater clarification on the draft response and more detail about implementation measures.

"We have accepted or noted all but three of the 105 recommendations and we have already implemented or are in the process of implementing many of these.

"Today marked another important step forward with the commencement of the legislative process to set up the single national regulator.

"There is still more work to do to improve our regulatory framework for the offshore petroleum industry but we are making progress and I commend industry on its efforts both in support of the Government’s action and in their own efforts to strengthen safety."
