CATTLE FREIGHT SUBSIDY IN PAPUA AND NEW GUINEA

(Statement by the Minister for External Territories, the Hon. C.E. Barnes, 147.1 = . )

The Minister for External Territories, Mr Barnes

today announced an increase of 10 a head in the freight subsidy on good quality cattle imported into Papua and New Guinea from Australia.

Mr Barnes said that the aim of the increase was to encourage pastoralists to achieve maximum stocking rates as quickly as possibly by stepping up cattle imports. It would take effect from 1 January, 1971.

Mr Barnes said the increased subsidy would also help to meet increased importing costs.

The Territory five year development programme provided for an increase in the national herd from 56,500 in 1967-68 to 137,600 in 1972-73.

In the first two years of the programme numbers were slightly behind the target with the herd estimated at 79,000 head in June this year.

Imports of breeding cattle totalled 2,010 in 1968-69 but slackened to about 1,050 in 1969-70 largely because of delays in establishing new grazing leases.

As part of the programme to build up the breeding herd, the Papua and New Guinea Development Bank approved loans to cattle producers totalling about 622,000 in 1968-69 and about 4;712,000 in 1969-70.

The International Development Association had undertaken to provide loan funds through the bank for the development and stocking of about 150,000 acres of beef cattle land.

The maximum subsidy per head when the new rates come into effect will be as follows -
