The Howard Government has already demonstrated a growing arrogance towards openness and accountability in the Parliament.

With only five days until the Parliament sits for the first time since the election, the Government still cannot inform the Parliament of its proposed legislation program.

It has provided no draft legislation program, no list of Bills, and no details of a fourth term agenda.

In fact, the Howard Government has not even got around to appointing a Manager of Government Business in the Senate. This position is normally a crucial early appointment in order to determine a Government’s legislative agenda in the Senate.

The Labor Opposition will deal with the Government’s legislation on its merits, but Senators have no idea what legislation they will be asked to deal with in less than a week’s time.

The Senate is already being treated with arrogance by the Howard Government - and their majority does not even begin until July next year.
