31 March 1999

I am pleased to announce the appointment of Mr Malcolm Crompton to the position of Commonwealth Privacy Commissioner. The appointment is fo r five years and Mr Crompton will take up his position on 20 April 1999.

Mr Crompton has been Manager Govermnent Affairs, Canberra, with AMP Limited since 1996. Before joining AMP he held a number of senior positions in the Commonwealth Department of Finance. Mr Crompton brings to the position of Privacy Commissioner an invaluable blend of public and private sector experience.

Mr Crompton takes up his appointment at a dynamic and challenging time for privacy law reform in Australia.

We are currently developing a national legislative framework for privacy protection in the private sector based on the National Principles for the Fair Handling of Personal Information issued by the former Privacy Commissioner, Ms Moira Scollay.

I thank Ms Scollay for her contribution to this important process.

The legislation will support industry codes, recognising and facilitating the self-regulatory efforts of business, and applying the default provisions where industry codes are not applicable.

The Privacy Commissioner will have a particularly important role during the development and implementation of the new legislative scheme.

My Department is consulting widely on the development of the draft legislation, and the Privacy Commissioner will be an important and valuable source of advice in this process.

The Privacy Commissioner will also have an important ongoing role in educating and assisting business to implement the scheme, and in advising me on its operation. I will be particularly looking to the Privacy Commissioner to provide assistance to small business in implementing the scheme.

Mr Crompton’s skills and experience will enable him to meet this challenge and to carry out the other varied functions and responsibilities of the Privacy Commissioner during this period of change and development.
