New anti-dumping measures assist pork industry

The Australian pork industry will have access to the world’s fastest and fairest anti-dumping safeguards under changes to Australia’s anti-dumping and countervailing system being introduced by the Federal Coalition, the Minister for Customs and Consumer Affairs, Warren Truss, said today

The Minister said legislation has today passed the House o f Representatives to deliver the Government’s election commitment to reduce the total investigation period for dumping inquiries to 155 days.

Under the new arrangements, interim duties can be imposed on dumped or subsidised goods after 60 days. The Anti-Dumping Authority will be abolished and a single stage investigation will be conducted by the Australian Customs Service. Applicants can provide further information at any time during the investigation and also after a preliminary finding at 110 days before a final finding at 155 days. A new external appeal mechanism will be available.

“This will provide the world’s fairest and fastest anti-dumping system,” Mr Truss said.

“This has been an important win for many rural industries which believe they are facing unfair competition from dumped or subsidised goods.”

Dumping occurs when an overseas manufacturer or producer sells goods in Australia at a lower price than the normal market value on the home market.

“Improvements to Australia’s anti-dumping regime have been a long standing Coalition election commitment and are an essential element for a fair trade policy. Under Labor’s system the process has been slow and cumbersome,” Mr Truss said.

“International trade is vital for the long-term survival of Australian farmers. Without trade, three out of every four Australian farmers would be out of business.

“However, trade must be fair and the Government’s new anti-dumping mechanisms will provide Australian industry with protection from material injury by exporters unfairly dumping goods in this country."
