Nationwide adoption of Australia's first performance-based building code

The Chairman of the Australian Building Codes Board (ABCB), Mr Jim Service AM, today welcomed action over recent months by State and Territory Governments to adopt Australia’s first fully performance-based building code.

He said “Commonwealth, State and Territory Ministers responsible for building regulation reform were to be congratulated for their efforts in bringing the performance-based Code into being.”

Mr Service was commenting on action taken by each of the State and Territory' Ministers responsible for building regulation to adopt the latest version of the Building Code of Australia as the primary technical source to underpin building legislation and regulation concerned with health, safety and amenity for the

community in the construction of buildings.

Mr Service recalled that the Commonwealth Minister for Industry, Science and Tourism, John Moore, had launched the new Code after convening a meeting with his State and Territory counterparts in October 1996.

Australia-wide adoption of the performance-based Code is an important milestone for the building and construction industry.

The building and construction industry is a major sector of the Australian economy. In 1996, the sector’s turnover was $43.5 billion. The industry also has a significant impact on the efficiency and productivity of other industries.

The new Code will provide greater efficiency and, therefore, security for Australia’s housing and non-residential construction industry. Developing the performance- based Code gives Australia the chance to design, develop and apply new materials, products and building systems - better fire warning, control and emergency methods for example.

With reforms such as the new Code, we have the opportunity to lower building costs, reduce prices for home buyers, lead to quicker approvals and construction and provide a much better system overall.

Australia now has the opportunity to develop a more export-oriented building industry culture - a culture to produce better bottom line outcomes, profitability and more jobs.
