Senator WHEELDON (Western AustraliaMinister for Repatriation and Compensation) - I and other people have looked carefully at this paragraph and the proposed amendment which I discussed at some length last night with Senator Carrick. However, it seems to us that it is not practicable to amend it. First of all we would say: Yes, this is so; it may be necessary for the preservation of wildlife and the marine national park in the Great Barrier Reef, for example, to prohibit various craft travelling through it, particularly if the way in which they travel is damaging to the Reef and to the wildlife.
