Debate resumed from 30 October on motion by Senator Murphy:

That the Bill be now read a second time.

Upon which Senator Sir Kenneth Anderson had moved by way of amendment:

Leave out all words after 'That', insert 'this Bill be postponed until the first sitting day of the Senate in 1975, in order that-

(a)   full and proper consideration can be given by senators and all other interested persons to the report of the Standing Committee on Constitutional and Legal Affairs, tabled in the Senate on 15 October, and

(b)   full and adequate opportunity be available for all interested persons to consider the details of the Bill and the possible or likely effects of its implementation, if carried.
