Senator Baume asked the Minister representing the Minister for Health, upon notice:

(   1 ) Will the Minister inform the Senate of the extent to which medical investigators using National Health and Medical Research Council funds must adhere to the requirements for consent in human experimentation set out on pages 444-5 of the Council's 1972 Report on Medical Research.

(2)   Does the National Health and Medical Research Council insist upon and monitor compliance with the requirements set out in the Report.

Senator Wheeldon - The Minister for Health has provided the following answer to the honourable senator's question:

(   1 ) Investigators are required to sign an undertaking that they will adhere to the conditions for grants, which includecompliance with the Statement on Human Experimentation.

(2)   The Council requires that each application for a research grant involving human experiments be subject to prior scrutiny and approval by the ethics committee of the institution in which the applicant proposes to undertake his research.
