Senator STEELE HALL (South AustraliaLeader of the Liberal Movement) - Again I believe that Senator Durack is operating according to a well-recognised principle and one which is desirable if it can be achieved. However I think the explanation given by the Minister for Aboriginal Affairs (Senator Cavanagh) is one which we will have to face more and more as administration becomes complex in the ever widening span of any government in which one is involved. In this instance the relevant Minister after all still will be responsible for what anyone does in his name under this delegation of authority. I see no reason why the Senate should deny the relevant Minister in this instance what other ministers have in other directions.
