Senator Douglas McClelland (NEW SOUTH WALES) asked the Minister representing the Minister for the Environment, Aborigines and the Arts, upon notice:

(1)   Which advertising agencies have received placing and creative work from the Commonwealth in each of the last three years.

(2)   What has been the total amount of the billings in each case, and how much was paid to each company.

Senator GREENWOOD The Minister for the Environment, Aborigines and the Arts has provided the following answer to the honourable senator's question:

(1)   The Commonwealth appoints placing/charging agencing for terms of up to five years and these agencies appoint sub-placing agencies for each State. The following agencies held such appointments during the years 1969, 1970 and 1971:

Agencies are engaged to handle creative work connected with departmental advertising as required. The following agencies were so engaged during the last three years:


(2)   Apart from small amounts of special fees, the Commonwealth does not make payments directly to advertising agencies. They are remunerated almost entirely from commissions derived from the media and material production firms. These earnings are pooled and distributed by the Commonwealth Advertising Council. The Council has informed me that it does not normally disclose details of commission allocations to individual agencies which are regarded as confidential business information.
