Senator NEEDHAM (Western Australia) . - The Minister tells us that a meeting of the Commonwealth Executive could be called to frame regulations to meet an emergency. Surely the easier method would be to telegraph to the Director of Quarantine, and ask his opinion. That would be much simpler than calling together the Executive Council, which, I believe, usually consists of two Commonwealth Ministers.
