Senator GARDINER (New South Wales) - - I wish to ask the Minister whether there will be power by regulation to exempt from compulsory enrolment sections of the community who have conscientious objections to participating in elections in any way? I think there is a section who decline to take any part in electoral affairs. Do the Government reserve to themselves the right to allow such persons to excuse themselves from enrolment ? Their objections are worth considering ; and this is the time for considering them. I make the suggestion in a friendly way, feeling sure that it is not desired to harass unduly any section of the community.
