Senator RAE (New South Wales) . - I differ very much from my somewhat conservative friend, Senator de Largie, in this matter. I see no use for this measure. I do not think that we want any of this padding legislation. I find it quite difficult enough to observe all the laws which we have passed.

Senator Millen - Why should the Senate laugh at that declaration?

Senator RAE - In my opinion, we should always avoid manufacturing crimes. There are some real crimes which we have laws to provide against, as far as is practicable. But I contend .that nearly every crime is law-created, and that the more laws we pile up the more criminals we manufacture, instead of doing anything to wipe out criminality.
