Senator PEARCE (Western AustraliaMinister of Defence) . - The penalty which may be incurred under this clause is for not taking a pilot on board. In such a case, obviously no pilotage would have been paid. The master could say that no service had been rendered. The intention of sub-clause 3 is to make it clear that, in addition to the penalty of £20 recoverable for a breach of the law for not taking the pilot on board, the amount of the pilotage due may also be recovered.
