Mr Lynch asked the Minister representing the Minister for Foreign Affairs, upon notice:

(1)   What is the net increase in positions created within the Department of Foreign Affairs and authorities for which the Minister is responsible since 2 December 1972.

(2)   How many of these positions were in the (a) First, (b) Second, (c) Third and (d) Fourth Division.

(3)   How many of these positions were (a) permanent, (b) temporary and (c) exempt.

(4)   What is the annual salary estimate to meet the net increase in positions.


Mr WHITLAM (WERRIWA, NEW SOUTH WALES) - The answer to the honourable member's question is as follows:

(1)   The increase in the establishment of the Department of Foreign Affairs and authorities between 2 December 1972 and 28 February 1974 is 1740 positions. This figure includes 926 locally-engaged positions at the Australian High Commission, London, transferred as a result of the repeal of the High Commissioner (U.K.) Act, and 397 positions transferred from the Department of External Territories to the Office of the Australian Development Assistance Agency and the Papua New Guinea Office. However, the net increase in public employment (i.e. including transfers of existing positions) has been 417. During the period under reference, the Department of Foreign Affairs assumed responsibility for representation in London, opened new Posts at Peking, Hanoi, Jeddah, Port Moresby and Warsaw, obtained formal approval for positions at newly opened posts at Osaka and Honolulu, and closed a post at Taipei.

 

(3)   There were 236 permanent positions created and 181 temporary positions provided during this period. There were no exempt positions included in the increase.

(4)   The annual salary estimate to meet the net increase in positions is $3,019,962.
