Mr Snedden (BRUCE, VICTORIA) asked the Minister for Exter nal Territories, upon notice:

(1)   Did he refer to the application of International Labour Organisation conventions to the Cocos (Keeling) Islands in a statement issued on 17 April 1973; if so, what were the conventions to which he referred.

(2)   What would be the effect in summary of each of these conventions on the existing situation on the Islands.

(3)   When will the appropriate declaration with respect to the conventions be made.

(4)   When can a statement on the future government of the Islands be expected.


Mr Morrison (ST GEORGE, NEW SOUTH WALES) (Minister for Science) - The answer to the right honourable member's question is as follows:

(1)   Yes. The conventions referred to were those conventions which Australia has ratified.

(2)   & (3) The effect of the conventions on the Islands is a complex matter. Clearly, some of the conventions which Australia has ratified have no application to the Islands, e.g. No. 45, Underground Work (Women) Convention, 1935 and No. 123 Minimum Age (Underground Work) Convention 1965. Others however require close consideration. I am at present examining a report containing proposals for declarations prepared after an on-the-spot study of the situation on the Cocos (Keeling) Islands and expect declarations to be made soon after this examinationin complete.

(4)   I expect to make a recommendation to the government on the future of the Cocos (Keeling) Islands at an early date.

Mr Lynch asked the Minister for Northern

Development, upon notice:

(1)   Has his attention been drawn to the Treasurer's answer to my question No. 751 (Hansard, 26 September 1973, page 1598).

(2)   Can he state whether there is a policy resolution, which has continuing application and which was approved by the Australian Labor Party Conference, in respect of tax free provisions for pioneering industries in Northern Australia.

(3)   If so, has he taken any action to implement this policy; if not, why not.


Dr Patterson - The answer to the honourable member's question is as follows:

(1)   Yes.

(2)   Yes.

(3)   The matter is being examined.
