Mr SPEAKER -The question is'That the Bill be now read a second time'. Those of that opinion say 'aye'; of the contrary 'no'. I think the 'ayes' have it.

Mr Chipp - Mr Speaker,before rising I was waiting for the Leader of the House (Mr Daly) to move that this Bill and the Handicapped Children (Assistance) Bill be debated cognately.

Mr Daly - That has already happened. Both Bills were debated cognately last week.

Mr SPEAKER -Order! The motion 'That the Bill be now read a second time' has been carried.
