Mr KELLY (Wakefield) - I want to make one suggestion. I was confused before I came into this chamber. I am far more confused now after hearing from both sides. I am not being critical in any way. I want to make the point that if we are to make a job of this Bill - I think that is the earnest endeavour of honourable members from both sides - this is no way to handle it. I have enough understanding of and belief in the system of a select committee discussing this matter in a responsible way to believe that in a case like this we could come up with legislation that we would be proud of. Instead of that, we are going on like this.

The CHAIRMAN (Mr Scholes - Order! The honourable member is out of order in discussing alternative methods of dealing with the Bill.

Mr KELLY - It is a good point, all the same.
