Mr SPEAKER - Order! I should remind the honourable gentleman that we are not discussing the resolution that wasbefore the House; we are discussing a motion that Standing Orders should be suspended.

Mr KELLY - Mr Speaker, if this motion is carried will I have the opportunity to speak to the motion that is before the Chair?

Mr SPEAKER - That will be a matter for decision of the House. At present there is a motion before the Chair that Standing Orders be suspended. If the honourable gentleman wants to make a contribution he must confine himself to the reasons why Standing Orders should be suspended.

Mr KELLY - I accept that, Mr Speaker.

Question resolved in the affirmative.
