Mr HAYDEN (Oxley) (Minister for Social Security) - I move:

That the Bill be now read a second time.

The purpose of the Bill is to complete the provisions of the Social Services Bill (No. 3) by providing for concessional rate broadcast listener's and television viewer's licences to supporting mothers. This Bill amends the definition of pensioner in section 128 of the Broadcasting and Television Act to include persons who are in receipt of a supporting mothers benefit, thus enabling them to partake of the concessions. I commend the Bill to honourable members.

Debate (on motion by Mr Gorton) adjourned.

Mr Gorton - I rise to a point of order. I draw your attention to the fact that the Minister for Social Security has just made a second reading speech about a Bill different from the one he has presented. I should like to give him the opportunity to submit the Bill about which he made the second reading speech.

Mr Hayden - Thank you for your indulgence and forbearance. We came straight from the draftsman to the House and it would appear that the Bill I have presented is the wron,; Bill although the speech is the appropriate speech.
