Mr McLEAY (Boothby) - I thank you, Mr Speaker, for the exercise qf this democratic process, . ;

Mr SPEAKER -Order. That is a reflection on the Chair.

Mr McLEAY - I withdraw the reflection on the Chair. I wish to direct the attention of honourable members to the speech >of the Postmaster-General (Mr Lionel Bowen) last night and the fact that there was no opportunity for anyone else to speak after he finished. So it is nonsense to say that I had an opportunity to bring this matter before the House before now. For the benefit of honourable members, I will read standing order 321. It states:

A document relating to public affairs quoted from by a Minister - :

I interpolate here to point out that this is the very reason why we on this side of the House oppose the restriction on the Act.

Debate interrupted.
