Mr FISHER (Wide Bay) .- All this trouble has arisen owing to an attempt to delegate executive functions to a Commission. I indicated when the last motion relating to the revision of the Tariff was submitted that I knew of no method whereby the revenue could be fully protected as long as the decisions of the Commission had to be arrived at prior to the Government receiving its recommendations. While the Tariff Commission has done good work, it has! had cast upon it functions which it cannot carry out as well as can the Executive, which is charged with the administration of the Commonwealth and the protection of the revenue.
