Mr McWILLIAMS (Franklin) . - I have a motion om the business paper which, if not dealt with this session, cannot have any effect for the next three years, since it relates to the holding of general elections. I wish to provide that every person on the roll of electors shall be compelled to accept the full responsibilities of citizenship by casting his vote on the occasion of Parliamentary elections, and if the motion is not carried into effect this session so. as to apply to the next general elections it will not be applicable until three years later,. My own speeches in this Chamber will be very brief and to the point, and I hope that if an opportunity occurs to allow this very important matter to be dealt with the Prime Minister will allow us to take advantage of it.
