Mr DUGALD THOMSON (NORTH SYDNEY, NEW SOUTH WALES) . - I point out that the words appearing in the New South Wales Act do not carry out the suggestion of this clause. In that Act it is provided that the Auditor-General shall, " if possible, once at least in every year, make or cause to be made." That means that it is not there a question of cost, a consideration which the Treasurer desires to introduce, but a question of practicability. For instance, owing to the effects of floods or droughts it might not be possible for the Auditor-General's officers to get to a particular district, and the audit of accounts kept in that district could not take place.
