Mr KELLY (Wentworth) . - I cannot see that paragraph c of clause 5 has the application which the honorable and learned member wishes to give to it.


Mr Glynn - I do not think that it is necessary ; it is surplusage.


Mr KELLY - I admit that my amendment may be redundant, but I point out that paragraph c of clause 5 errs in the same direction. If it can be shown that that paragraph is not necessary, and will be excised, I shall be prepared to withdraw my amendment.

Amendment of the amendment agreed to.

Proposed new clause, as amended, agreed to.
