Mr DUGALD THOMSON (NORTH SYDNEY, NEW SOUTH WALES) . - I should like to know why, under any circumstances, an importer should be denied an opportunity to show why the certificate should not be made. If the Comptroller-General has time to get information from other people, he can surely show the importer a little consideration. I move -

That the amendment be amended by leaving out the words " Except where delay would in the opinion of the Comptroller-General defeat the objects of this Part of this Act," lines 1to 3.
