Mr GROOM - It is a fact, the general rule of the Department being that drillhalls shall not be used, except for the purposes for which they have been set apart. This rule applies to all public buildings under the control of the Commonwealth, and the use of such buildings has been refused to religious denominations, private charities, and hospitals. One of the most recent applications was for the use of a hall for a dog and poultry show, but it was refused. All these applications are treated alike.
