EUTHANASIA LAWS BILL 1996—REPORT FROM MAIN COMMITTEE

The order of the day having been read for the consideration of the report of the Main Committee relating to the Euthanasia Laws Bill 1996—

Unresolved question—Statement by Speaker

The Speaker called attention to the fact that the unresolved question—That further consideration on the Bill take place in the House—was appropriate to proceedings in the Main Committee on 31 October 1996 but was now a meaningless question as the Bill had been returned to the House. Accordingly he did not propose to put the unresolved question to which there was no objection.

Debate resumed on the question—That the Bill be now read a second time—And on the amendment moved thereto by Mr Dondas, viz.—That all words after "That" be omitted with a view to substituting the following words: "the House declines to give the Bill a second reading as it is of the opinion that to do so would be inappropriate given the conventions of self government, the judicial finding that voluntary euthanasia is a matter within the legislative and executive powers of the self governing Northern Territory and that such legislation would be within the capacity of the States and other self governing Territories of Australia"—

Ms Worth, by leave, moved the following amendments together:

Schedule 1, item 1, proposed subsection 50A(2), add:

   ; and

  (c) the appointment of an agent by a patient who is authorised to make decisions about the withdrawal or withholding of treatment; and

  (d) the repealing of legal sanctions against attempted suicide.

Schedule 2, item 1, proposed subsection 23(1B), add:

   ; and

  (c) the appointment of an agent by a patient who is authorised to make decisions about the withdrawal or withholding of treatment; and

  (d) the repealing of legal sanctions against attempted suicide.

Schedule 3, item 2, proposed subsection 19(2A), add:
