1. M eeting of Senate.—The Senate met at a quarter-past two p.m., pursuant to adjournment.—The President (Senator the Honorable Sir Alister McMullin) took the Chair.

2. PRAYERS.

3. Questions.—Questions on notice were answered.

4. Motion for Adjournment, to D ebate Matter of Urgency.—Senator Turnbull, in order to discuss a matter of urgency, viz.—“ The failure of the Government to recognize the Verholme United Shipyards as a shipbuilding authority for the purpose of attracting Government subsidies ”, moved—That the Senate, at its rising, adjourn till tomorrow at half-past eleven a.m. Debate ensued. And the debate having reached the limit of three hours allowed by Standing Order 64, the Business of the

Day was called on.

5. Papers.—The following Paper was presented, by Command of His Excellency the Governor-General— International Labour Organization—Reports of the Australian Government, Employers’ and Workers’ Delegates to the Forty-ninth Session of the International Labour Conference, Geneva, June, 1965. The following Papers were presented, pursuant to Statute—

Decimal Currency Board Act—Third Annual Report of the Decimal Currency Board, together with the Report of the Treasurer on the operation of Part V of the Act, for year 1965-66. Defence Forces Retirement Benefits Act—Eighteenth Annual Report of the Defence Forces Retirement Benefits Board, for year 1965-66. Explosives Act—Explosives Regulations—Order directing the berthing of a vessel. Life Insurance Act—Twentieth Annual Report of the Insurance Commissioner, for 1965.

Services Trust Funds Act— Annual Report by the Trustees of the Royal Australian Navy Relief Trust Fund, together with the Auditor-General’s Report on books and accounts, for year 1965-66. Eighteenth Annual Report of the Royal Australian Air Force Welfare Trust Fund, together

with the Auditor-General’s Report on books and accounts, for year 1965-66. Nineteenth Annual Report by the Trustees of the Australian Military Forces Relief Trust Fund, together with the Auditor-General’s Report on books and accounts, for year 1965-66. Sugar Agreement Act—Thirty-fifth Annual Report of the Fruit Industry Sugar Concession Com­

mittee, together with the statement of receipts and expenditure certified by the Auditor-General, for year ended 31st August, 1966.

6. Joint Committee of Public Accounts—Reports.—Senator Wedgwood brought up the following Reports from the Joint Committee of Public Accounts— Eighty-fifth Report—Automatic Data Processing. Eighty-sixth Report—Automatic Data Processing (The Bureau of Census and Statistics Network). Ordered to be printed. Senator Wedgwood, by leave, made a statement in connexion with the Reports.

7. Stevedoring Industry Bill 1966.—The Minister for Customs and Excise (Senator Anderson), according to Order, moved—That this Bill be now read a second time. On the motion of Senator Bishop the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

8. Senate Elections Bill 1966.—Order of the Day read for the adjourned debate on the Question—That this Bill be now read a second time. Debate resumed. Question—put.

Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

Clauses 1 to 19, by leave, taken together and agreed to. On the motion of the Minister for Repatriation (Senator McKellar), the following new clause was inserted in the Bill, viz.— “ 20. Section 8 of the Defence Forces Retirement Benefits Act 1966 is amended by Defence Forces

On the motion of Senator McKellar, the following Amendment was made, viz.—Page 20, sectlon 8- leave out the heading “ DEFENCE FORCES RETIREMENT BENEFITS ACT 1959­ 1965 ” , insert the heading “ DEFENCE FORCES RETIREMENT BENEFITS ACT 1959-1965, AS AMENDED BY THE DEFENCE FORCES RETIREMENT BENEFITS ACT 1966” . First Schedule, as amended, agreed to. Second Schedule read—

On the motion of Senator McKellar, the following Amendment was made, viz.—Page 51, leave out “ Defence Forces Retirement Benefits Act 1959-1965 ”, insert “ Defence Forces Retirement Benefits Act 1959-1965, as amended by the Defence Forces Retirement Benefits Act 1966 ”. Second Schedule, as amended, agreed to. Title agreed to. Bill to be reported with amendments.
