1. M eeting of Senate.—The Senate met at a quarter-past two p.m., pursuant to adjournment.—The President (Senator the Honorable Sir Alister McMullin) took the Chair.

2. PRAYERS.

3. Q uestions.—Questions on notice were answered.

4. Papers.—The following Papers were presented, pursuant to Statute— Atomic Energy Act—Fourteenth Annual Report of the Australian Atomic Energy Commission, together with financial accounts and the Auditor-General’s Report thereon, for year 1965-66. Bankruptcy Act—Thirty-eighth Annual Report by the Attorney-General, for year 1965-66.

Public Service Arbitration Act—Determination by the Arbitrator—1966—No. 226—Federated Storemen and Packers’ Union of Australia and others. Stevedoring Industry Act—Eleventh Annual Report of the Australian Stevedoring Industry Authority, together with financial accounts and the Auditor-General’s Report thereon, for

year 1965-66. Tariff Board Act—Report of Special Advisory Authority—Metal-working circular sawing machines. Wine Overseas Marketing Act—Thirty-eighth Annual Report of the Australian Wine Board, for

year 1965-66.

5. P ublic W orks Committee—R eports.—Senator Dittmer brought up the following Reports from the Parliamentary Standing Committee on Public Works— Proposed Development of Airfield Pavements at Coolangatta Airport, Queensland. First Stage of Progressive Rebuilding at H.M.A.S. “ Nirimba ”, Quakers Hill, New South Wales. Senator Dittmer, by leave, made a statement in connexion with each Report.

6. Postponement.—Ordered—That Order of the Day No. 1, Government Business, be postponed until after the consideration of Qrders of the Day Nos. 2 and 3.

7. Suspension of Standing Order 68.—The Minister for Works (Senator Gorton) moved, by leave—That Standing Order 68 be suspended up to and including Friday, 28th October, 1966, to enable new Business to be commenced after half-past ten o’clock at night. Debate ensued. Question—put and passed.

8. N ational H ealth Bill 1966.—Order of the Day read for the adjourned debate on the Question—That this Bill be now read a second time. Debate resumed. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

In the Committee.

Clauses 1 to 5 agreed to. Clause 6 debated and agreed to. Clauses 7 and 8 agreed to. Remainder of the Bill, by leave, taken as a whole and agreed to. Bill to be reported without amendment.

The President resumed the Chair; and the Chairman of Committees (Senator Drake-Brockman) reported accordingly. On the motion of the Minister for Housing (Senator Dame Annabelle Rankin) the Report from the Committee was adopted, and the Bill read a third time.

9. P apers.—The following Papers were presented, pursuant to Statute— Taxation Acts— Forty-fifth Report of the Commissioner of Taxation, dated 1st October, 1966. Taxation Statistics 1964-65 (Supplement to Forty-fifth Report).

10. P articulars of P roposed E xpenditure 1966-67—P apers.—The Senate, according to Order, resolved itself into Committee for the further consideration of proposed expenditure for the year 1966-67.

In the Committee.

The Committee took note of the proposed expenditure in relation to the following Divisions— 380-389 Department of Primary Industry, $35,880,000; and 941 „ „ „ „ , $3,545,000 (after further debate).

Ordered—That consideration of intervening Divisions be postponed until after consideration of proposed expenditure for the Department of the Navy, the Department of the Army and the Department of Air. The Committee took note of the following Divisions— 664-695 Department of the Navy, $193,673,000 (after debate).

Divisions 698-729—Department of the Army, $328,498,000— Question proposed—That the Committee take note of the proposed expenditure. Debate ensued.

And it being 11.30 p.m.·—The Chairman of Committees (Senator Drake-Brockman), under Sessional Order, put the Question—That he do leave the Chair and report to the Senate. Question—resolved in the affirmative.

The President resumed the Chair; and Senator Drake-Brockman reported accordingly.

11. A djournment.—The President, under Sessional Order, put the Question—That the Senate do now adjourn. Debate ensued.

And the Senate having continued to sit until twelve o’clock midnight—

THURSDAY, 13th OCTOBER, 1966, a .m . Debate continued. Question—resolved in the affirmative. The Senate adjourned at three minutes past twelve o’clock midnight till this day at ten a.m.
