1. M eeting of Senate.—The Senate met at three p.m., pursuant to adjournment.—The President (Senator the Honorable Sir A lister McMullin) took the Chair.

Tibok, members of a Delegation from the Sabah Branch of the Commonwealth Parliamentary Association, and extended to them a cordial welcome.

J oint C ommittee of P ublic Accounts—Reports.—Senator Wedgwood brought up the following Reports from the Joint Committee of Public Accounts— Eighty-second Report—Expenditure from Advance to the Treasurer (Appropriation Act 1965-66). Eighty-third Report—The National Capital Development Commission. Ordered to be printed. Senator Wedgwood, by leave, made a statement in connexion with each Report.

7. Printing Committee—F ifteenth R eport.— Senator Breen brought up the following Report from the Printing Committee— F ifteenth R eport.

The Printing Committee has the honour to report that it has met in Conference with the Printing Committee of the House of Representatives. The Joint Committee, having considered the Petitions and Papers presented to Parliament since the last meeting of the Committee and another Paper, the consideration of which had been deferred, recommends that the following be printed:—

Air Navigation Act—Sixth Annual Report by the Minister on the administration of the Act and Regulations and other matters relating to civil air navigation, for year 1965-66. Senator Breen moved, by leave—That the Report be adopted. Question—put and passed.

8. Lombok— M inisterial Statement.—The Minister for Works (Senator Gorton), by leave, made a statement referring to reports of famine in the Indonesian island of Lombok and informed the Senate of the present situation.

9. A ustralian Capital T erritory A dvisory Council Ordinance 1966—M inisterial Statement.—The Minister for Repatriation (Senator McKellar), by leave, made a statement relating to the Notice of Motion, standing in the name of Senator Wood, proposing the disallowance of the Australian Capital Territory Ordinance No. 14 of 1966. Senator McKellar informed the Senate that the Minister for the Interior had considered the Twenty-second Report of the Senate Standing Committee on Regulations and Ordinances relating to this Ordinance and proposed to take action for its repeal.

10. N otice of M otion W ithdraw n.—Senator Wood withdrew Notice of Motion No. 1, Business of the Senate, standing in his name.

11. M eetings of the Senate.—The Minister for Works (Senator Gorton) moved— (1) That, during the ensuing three weeks, unless otherwise ordered, the daily hours of sitting of the Senate be as follows— Tuesdays—3 p.m. until 6 p.m.

8 p.m. until 11.30 p.m.

Wednesdays—2.15 p.m. until 6 p.m. 8 p.m. until 11.30 p.m. Thursdays—10 a.m. until 1 p.m. 2 p.m. until 6 p.m.

8 p.m. until 11.30 p.m.

(2) That, unless otherwise ordered, the Sessional Order relating to the adjournment of the Senate have effect at 11.30 p.m. on each such day. Debate ensued. Question—put and passed.

12. G overnor-G eneral’s M essage—A ssent to Bills.—The following Message from His Excellency the Governor-General was presented by the President— C asey, Governor-General. Message No. 76.

Proposed Laws intituled— “ Social Services Act 1966 ” “ Repatriation Act 1966 ” “ Seamen's War Pensions and Allowances Act 1966 ” as finally passed by the Senate and the House of Representatives of the Commonwealth, having been presented to the Governor-General for the Royal Assent, His Excellency has, in the name of Her Majesty, assented to the said Laws.

13. P articulars of P roposed E xpenditure 1966-67—P apers.—The Senate, according to Order, resolved itself into Committee for the further consideration of proposed expenditure for the year 1966-67.

Ordered—That consideration of intervening Divisions be postponed until after consideration of proposed expenditure for the Commonwealth Scientific and Industrial Research Organization. The President resumed the Chair; and Senator Wedgwood reported that the Committee had considered the proposed expenditure for the year 1966-67 and had made progress, and asked leave to sit again. Ordered—That the Committee have leave to sit again at a later hour of the day.

14. N ational H ealth Bill 1966.—Message from the House o f Representatives.—The following Message from the House of Representatives was received and read— M r . P resident, Message No. 320

The House of Representatives transmits to the Senate a Bill intituled “A Bill for an Act to amend the ‘National Health Act 1953-1965 ’ in relation to Pensioners, Special Account Contributors and Decimal Currency ” , in which it desires the concurrence of the Senate. J. M cLeay,

Suspension o f Standing Orders.—The Minister for Housing (Senator Dame Annabelle Rankin), pursuant to contingent notice, moved—That so much of the Standing Orders be suspended as would prevent the Bill being passed through all its stages without delay.

Question—put and passed. On the motion of Senator Dame Annabelle Rankin the Bill was read a first time. Senator Dame Annabelle Rankin moved—That this Bill be now read a second time. On the motion of Senator Dittmer the debate was adjourned.

Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

15. Particulars of P roposed E xpenditure 1966-67—Papers.—The Senate, according to Order, resolved itself into Committee for the further consideration of proposed expenditure for the year 1966-67.

Question proposed—That the Committee take note of the proposed expenditure. Debate ensued.

And it being 11.30 p.m.—The Chairman of Committees (Senator Drake-Brockman), under Sessional Order, put the Question—That he do leave the Chair and report to the Senate. Question—resolved in the affirmative. - -

The President resumed the Chair; and Senator Drake-Brockman reported accordingly.

16. A djournment.—The President, under Sessional Order, put the Question—That the Senate do now adjourn. Debate ensued. Question—resolved in the affirmative. The Senate adjourned at nine minutes to twelve o’clock midnight till to-morrow at a quarter-past two p.m.
