1. M eeting of Senate.—The Senate met at three p.m., pursuant to adjournment.—The Deputy-President (Senator T. C. Drake-Brockman) took the Chair.

P ublic W orks Committee—R eport.—Senator Dittmer brought up the following Report from the Parliamentary Standing Committee on Public Works— Proposed erection of Laboratory and Ancillary Buildings for Division of Chemical Engineering of C.S.I.R.O., Clayton, Victoria. Senator Dittmer, by leave, made a statement in connexion with the Report.
6. Leave of A bsence.—The Minister for Supply (Senator Henty) moved, by leave—That Senator Morris be granted leave of absence for one month on account of absence overseas. Question—put and passed.
7. Particulars o r P roposed E xpenditure 1966-67—Papers.—The Senate, according to Order, resolved itself into Committee for the further consideration of proposed expenditure for the year 1966-67,
In the Committee.
The Committee took note of the proposed expenditure in relation to the following Divisions— 600-620 Department of Works, $32,930,000; 805 Civil Defence—Buildings, $83,000; 804 â â —Repairs and Maintenance, $13,000; and
967 Department of Works, $38,543,000 (after debate). 440-449 Repatriation Department, $260,680,000; and 947 â â , $80,000 (after debate).

Question proposed—That the Committee take note of the proposed expenditure. Debate ensued. Senator Poke moved an amendment, viz.—At end of Question add “ but is of the opinion that the expenditure should be reduced by $1 as a protest against the Government’s action in excluding
Credit Unions from the provisions of the Homes Savings Grant Act 1964-1965 ” , Debate continued. Ordered—That the Temporary Chairman (Senator Laught) report progress and ask leave to sit again.
The Deputy-President resumed the Chair; and Senator Laught reported that the Committee had con sidered the proposed expenditure for the year 1966-67 and had made progress, and asked leave to sit again. Ordered—That the Committee have leave to sit again on the next day of sitting.
8. Social Services Bill 1966 [No. 2],—Message from the House of Representatives.—The following Message from the House of Representatives was received and read— Mr . D eputy P resident, Message No. 317.
The House of Representatives transmits to the Senate a Bill intituled "A Bill for an Act to amend the ' Social Services Act 1947-1965 ’ ”, in which it desires the concurrence of the Senate. P hilip E. L ucock, House of Representatives, Acting Speaker.

Suspension of Standing Orders.—The Minister for Housing (Senator Dame Annabelle Rankin), pursuant to contingent notice, moved—That so much of the Standing Orders be suspended as would prevent the Bill being passed through all its stages without delay. Question—put and passed. On the motion of Senator Dame Annabelle Rankin the Bill was read a first time. Senator Dame Annabelle Rankin moved—That this Bill be now read a second time.
And it being 10.30 p.m.—
Adjournment Negatived.—The Deputy-President, under Sessional Order, put the Question—That the Senate do now adjourn— Which Question was negatived.
Debate continued. On the motion of Senator Tangney the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.
9. Seamen’s W ar P ensions and Allowances Bill 1966.—Message from the House o f Representatives.— The following Message from the House of Representatives was received and read— Mr . D eputy President, Message No. 318.
The House of Representatives transmits to the Senate a Bill intituled “A Bill for an Act to amend the 1 Seamen's War Pensions and Allowances Act 1940-1965 ’ ” , in which it desires the concurrence of the Senate. Philip E. Lucock,

Question—put and passed. On the motion of Senator Anderson the Bill was read a first time. Senator Anderson moved—That this Bill be now read a second time. On the motion of Senator Bishop the debate was adjourned.

10. Adjournment.—The Senate adjourned at twenty-two minutes to eleven p.m. till to-morrow at three p.m.
