1. M eeting of Senate.—The Senate met at three p.m., pursuant to adjournment.—The Deputy-President (Senator T. C. Drake-Brockman) took the Chair.

3. Questions.—Questions on notice were answered.

4. Commonwealth T ertiary Scholarships—M inisterial Statement.—The Minister for Works (Senator Gorton), by leave, made a statement relating to the review by the Government of the number of Common­ wealth University Scholarships available to applicants and the benefits payable to holders of scholarships.

5. Prohibited Books—M inisterial Statement.—The Minister for Customs and Excise (Senator Anderson), by leave, made a statement relating to prohibited books released to individual persons and organizations for special purposes in terms of regulation 4a of the Customs (Prohibited Imports) Regulations, for the year 1965-66.

6. Satellite C ommunications—M inisterial Statement.—The Minister for Customs and Excise (Senator Anderson), by leave, made a statement relating to progress made in the use of satellite communications and to Australia’s participation in a global communications satellite system.

7. P oliomyelitis Vaccine—M inisterial Statement.—The Minister for Housing (Senator Dame Annabelle Rankin), by leave, made a statement relating to recommendations of the National Health and Medical Research Council on the use of Sabin and Salk anti-poliomyelitis vaccines. Senator Cant moved, by leave—That the Senate take note of the statement. Ordered—That the debate be adjourned till the next day of sitting and that Senator Cant have leave to

continue his speech on the resumption of the debate.

10. G overnor-G eneral’s M essages—A ssent to Bills.—The following Messages from His Excellency the Governor-General were presented by the Deputy-President—

Casey, Governor-General. Message No. 73.

A Proposed Law intituled “ Customs Tariff {No. 3) 1966 ” as finally passed by the Senate and the House of Representatives of the Commonwealth, having been presented to the Governor-General for the Royal Assent, His Excellency has, in the name of Her Majesty, assented to the said Law. Government House,

Proposed Laws intituled— “ Loan {Housing) Act {No. 2) 1966 ” “ International Finance Corporation Act 1966 ” “ International Monetary Agreements Act 1966 ” “ Queensland Beef Cattle Roads Agreement Act 1966 ” as finally passed by the Senate and the House of Representatives of the Commonwealth, having been presented to the Governor-General for the Royal Assent, His Excellency has, in the name of Her Majesty, assented to the said Laws.

11. T rade Practices Bill 1966.—Order of the Day read for the adjourned debate on the Question—That this Bill be now read a second time. Debate resumed. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

In the Committee.

Clause 1 agreed to. Clauses 2 to 7, by leave, taken together, and agreed to. Clause 8 read— Ordered—That the proposed sections in clause 8 be taken separately. Proposed sections 90a to 90f, by leave, taken together, and agreed to, after debate. Proposed section 90g debated and agreed to. Proposed section 90h debated and agreed to. Proposed sections 90j to 90m, by leave, taken together, and agreed to. Proposed section 90n debated and agreed to. Proposed sections 90p to 90r, by leave, taken together, and agreed to. Proposed section 90s read— Senator Wright moved an amendment, viz.—At end of proposed section, add the following paragraph—

“ (c) shall be laid on the Table of both Houses of Parliament within fifteen sitting days after the order.”. Debate ensued. Amendment negatived. Proposed section 90s agreed to. Remainder of Proposed Sections by leave, taken together, and agreed to. Clause 8 agreed to. Clauses 9 and 10 agreed to. Title agreed to. Bill to be reported without amendment.

The Acting Deputy-President (Senator Laught) resumed the Chair; and the Temporary Chairman of Committees (Senator Wedgwood) reported accordingly. On the motion of the Minister for Works (Senator Gorton) the Report from the Committee was adopted, and the Bill read a third time.

12. Budget P apers 1966-67.—Order of the Day read for the adjourned debate on the motion by the Minister for Supply (Senator Henty), viz.—That the Senate take note of the Papers—And on the amendment moved thereto by Senator Willesee, viz.—Leave out all words after “ That ”, insert “ the Senate condemns the Budget because—

(1) it fails to recognize the injustices wrought upon wage earners because real wages have fallen as prices have risen faster than wages; (2) it makes inadequate adjustments to Social Service payments; (3) it fails to recognize the serious crisis in education; (4) it does not acknowledge the lack of confidence on the part of the business community in the

future growth of the economy; (5) it does not recognize the need of further basic development, public and private, in addition to the need for adequate defence, and that balanced development can only take place by active encouragement to Australian industry and co-operation with the States; and

(6) it does nothing to relieve our dependence on a high rate of foreign investment to finance the deficit in our balance of payments ”. Debate resumed. Senator Morris addressing the Chair—

13. A djournment.—The Deputy-President, under Sessional Order, put the Question—That the Senate do now adjourn. Debate ensued. Question—resolved in the affirmative. The Senate adjourned at one minute past eleven p.m. till to-morrow at three p.m.
