WEDNESDAY, 31st AUGUST, 1966.
1. Meeting of Senate.—The Senate met at three p.m., pursuant to adjournment.—The Deputy-President (Senator T. C. Drake-Brockman) took the Chair.
2. PRAYERS.
3. D istinguished Visitor—The Deputy-President informed the Senate that Senator Professor J. C. I. Dooge, M.E., M.Sc., Deputy Chairman of the Senate of Ireland, was in the precincts of the Senate, and he proposed, with the concurrence of honorable Senators, to invite him to take a seat in the Chamber. And Senators concurring, the distinguished visitor was admitted and took a seat on the floor of the Senate.
4. Petition.—Senator Wood presented a petition, signed by two citizens on behalf of the Queensland Committee of Women’s Organizations on Social and Moral Questions, praying that Parliament will make all television and radio authorities answerable to the Australian people for their programmes. Petition received and read.
5. Papers.—The following Papers was presented, by Command of his Excellency the Governor-General— Report of Committee of Economic Enquiry (Corrected Vols. I and II). Ordered to be printed. The following Papers were presented, pursuant to Statute—
Cattle and Beef Research Act—Interim Report of the Australian Cattle and Beef Research Committee, for year 1965-66. National Debt Sinking Fund Act—Forty-third Annual Report of the National Debt Commission, for year 1965-66.
6. R egulations and Ordinances Committee.—The Deputy-President reported the receipt of a letter from Senator Willesee requesting that he be discharged from attending the Standing Committee on Regulations and Ordinances. The Minister for Supply (Senator Henty) moved, by leave—That Senator Willesee be discharged from
attendance on the Standing Committee on Regulations and Ordinances. Question—put and passed. The Deputy-President reported the receipt of a letter from the Leader of the Opposition nominating Senator Cavanagh to be a member of the Standing Committee on Regulations and Ordinances. Senator Henty moved, by leave—That Senator Cavanagh, having been duly nominated in accordance with
Standing Order 36a, be appointed to the Standing Committee on Regulations and Ordinances. Question—put and passed.
7. Budget P apers 1966-67.—Order of the Day read for the adjourned debate on the motion by the Minister for Supply (Senator Henty), viz.—That the Senate take note of the Papers—And on the amendment moved thereto by Senator Willesee, viz.—Leave out all words after “ That ”, insert “ the Senate condemns the Budget because—
(1) it fails to recognize the injustices wrought upon wage earners because real wages have fallen as prices have risen faster than wages; (2) it makes inadequate adjustments to Social Service payments; (3) it fails to recognize the serious crisis in education; (4) it does not acknowledge the lack of confidence on the part of the business community in the
future growth of the economy; (5) it does not recognize the need of further basic development, public and private, in addition to the need for adequate defence, and that balanced development can only take place by active encouragement to Australian industry and co-operation with the States; and (6) it does nothing to relieve our dependence on a high rate of foreign investment to finance the
deficit in our balance of payments ”. Debate resumed. Senator McClelland addressing the Chair—

8. Adjournment.—The Deputy-President, under Sessional Order, put the Question—That the Senate do now adjourn. Question—resolved in the affirmative. The Senate adjourned at eleven p.m. till to-morrow at eleven a.m.
