THURSDAY, 25th AUGUST, 1966.

1. M eeting of Senate.—The Senate met at eleven a.m., pursuant to adjournment.—The President (Senator the Honorable Sir Alister McMullin) took the Chair.

2. PRAYERS.

3. Questions.—Questions on notice were answered.

4. J oint Committee of P ublic A ccounts—R eport.—Senator Wedgwood brought up the following Report from the Joint Committee of Public Accounts— Eighty-first Report—Supplementary Report of the Auditor-General—Financial year 1964-65 (The Canberra Community Hospital).— and moved—That the Paper be printed. On the motion of Senator Tangney the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

5. M inisterial Arrangements.—The Minister for Supply (Senator Henty), by leave, informed the Senate that, during the absence abroad of Mr. Holt and Mr. Hasluck, Mr. McEwen would act as Prime Minister and Senator Gorton would act as Minister for External Affairs.

6. Leave of A bsence.—The Minister for Supply (Senator Henty) moved, by leave—That Senator Bull be granted leave of absence for two months on account of absence overseas. Question—put and passed.

7. J oint Committee of P ublic A ccounts.—Message from the House o f Representatives.—The following Message from the House of Representatives was received and read— M r . P resident, Message No. 315.

The House of Representatives acquaints the Senate that, in accordance with the provisions of the Public Accounts Committee Act 1951-1965, Mr. Gibbs, a Member of the House of Representatives, has been appointed a member of the Joint Committee of Public Accounts, in the place of Mr. Cockle, deceased.

Budget Papers 1966-67.—Order of the Day read for the adjourned debate on the motion by the Minister for Supply (Senator Henty), viz.—That the Senate take note of the Papers—And on the amendment moved thereto by Senator Willesee, viz.— Leave out all words after “ That ”, insert “ the Senate condemns the Budget because—

(1) it fails to recognize the injustices wrought upon wage earners because real wages have fallen as prices have risen faster than wages; (2) it makes inadequate adjustments to Social Service payments; (3) it fails to recognize the serious crisis in education; (4) it does not acknowledge the lack of confidence on the part of the business community in the

future growth of the economy; (5) it does not recognize the need of further basic development, public and private, in addition to the need for adequate defence, and that balanced development can only take place by active

encouragement to Australian industry and co-operation with the States; and (6) it does nothing to relieve our dependence on a high rate of foreign investment to finance the deficit in our balance of payments ”. Debate resumed. Ordered—That the debate be adjourned till the next day of sitting, and that Senator Mulvihill have leave

to continue his speech on the resumption of the debate.

A djournment.—The Senate adjourned at a quarter to five p.m. till Tuesday next at three p.m.
