1. Meeting of Senate.—The Senate met at three p.m., pursuant to adjournment.—The President (Senator the Honorable Sir Alister McMullin) took the Chair.

4. Papers.—The following Paper was presented, by Command of His Excellency the Governor-General— New Guinea—Report to the General Assembly of the United Nations on the administration of New Guinea, for year 1964-65.

The following Papers were presented, pursuant to Statute— Census and Statistics Act—Regulations—Statutory Rules 1966, No. 79. Lands Acquisition Act—Land, &c., acquired for Defence purposes at Berri, South Australia. Norfolk Island Act—

5. Migration Bill 1966.—Message from the House of Representatives.—The following Message from the House of Representatives was received and read— Mr. President, Message No. 285.

The House of Representatives transmits to the Senate a Bill intituled “A Bill for an Act to amend the ‘ Migration Act 1958-1964 ’ in relation to Persons included in the Complements or Crews o f Vessels, and in relation to Decimal Currency ”, in which it desires the concurrence of the Senate. Suspension o f Standing Orders.—The Minister for Housing (Senator Dame Annabelle Rankin), pursuant to contingent notice, moved—That so much of the Standing Orders be suspended as would prevent the Bill being passed through all its stages without delay. Question—put and passed. On the motion of Senator Dame Annabelle Rankin the Bill was read a first time. Senator Dame Annabelle Rankin moved—That this Bill be now read a second time. On the motion of Senator Fitzgerald the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

6. N ationality and Citizenship Bill 1966.—Message from the House o f Representatives.—The following Message from the House of Representatives was received and read— Mr. President, Message No. 284.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to amend the ‘ Nationality and Citizenship Act 1948-1960 ’ ”, in which it desires the concurrence of the Senate.

On the motion of Senator Dame Annabelle Rankin the Bill was read a first time. Senator Dame Annabelle Rankin moved—That this Bill be now read a second time. On the motion of Senator Fitzgerald the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

7. Post and Telegraph Bill 1966.—Order of the Day read for the adjourned debate on the Question—That this Bill be now read a second time. Debate resumed. Question—put and passed. Bill read a second time.

The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

In the Committee.

Bill, by leave, taken as a whole, and agreed to, after debate. Bill to be reported without amendment.

The President resumed the Chair; and the Temporary Chairman of Committees (Senator Wood) reported accordingly. On the motion of the Minister for Customs and Excise (Senator Anderson) the Report from the Committee was adopted, and the Bill read a third time.

8. Judiciary Bill 1966.—Order of the Day read for the adjourned debate on the Question—That this Bill be now read a second time. Debate resumed. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

Clauses 1 to 3 agreed to. Clause 4 debated— Ordered—That further consideration of the clause be postponed until after consideration of clause 5. Clause 5 read—
