1. M eeting of Senate.—The Senate met at eleven a.m., pursuant to adjournment.—The President (Senator the Honorable Sir Alister McMullin) took the Chair.

2. PRAYERS.

3. Q uestions.—Questions on notice were answered.

4. Broadcasting and T elevision Bill 1966.—Senator Branson, pursuant to notice, moved—That leave be given to bring in a Bill for an Act to amend section 91 of the Broadcasting and Television Act 1942-1965. Question—put and passed. Bill presented, and on the motion of Senator Branson read a first time, and the second reading made an

Order of the Day for the next day of sitting.

5. P recedence to G overnment Business.—Ordered—That Government Business take precedence of General Business after eight p.m. this sitting.

6. Leave of Absence.—The Minister for Supply (Senator Henty) moved, by leave—That Senator Laught be granted leave of absence for one month on account of ill-health. Question—put and passed.

7. A liens Bill 1966.—Message from the House o f Representatives.—The following Message from the House of Representatives was received and read— M r . P resident, Message No. 283.

The House of Representatives transmits to the Senate a Bill intituled “ A Bill for an Act to amend the ‘ Aliens Act 1947-1965’ ”, in which it desires the concurrence of the Senate. J. M cLeay, House of Representatives, Speaker.

Suspension o f Standing Orders.—The Minister for Housing (Senator Dame Annabelle Rankin), pursuant to contingent notice, moved—That so much of the Standing Orders be suspended as would prevent the Bill being passed through all its stages without delay. Question—put and passed. On the motion of Senator Dame Annabelle Rankin the Bill was read a first time. Senator Dame Annabelle Rankin moved—That this Bill be now read a second time. On the motion of Senator Fitzgerald the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

8. Loan (H ousing) Bill 1966.—Order of the Day read for the adjourned debate on the Question—That this Bill be now read a second time. Debate resumed. Senator Cavanagh moved an amendment, viz.—At end of motion add “ but the Senate is of opinion that

the existing Housing Agreement has not fully met the housing requirements of the Australian people and that before a new Agreement (to which part of the money to be provided by this Bill may be applied) is entered into, a Select Committee of the Senate should be appointed to investigate all its aspects with particular regard to:

(1) rental rebates (2) slum clearance (3) housing for pensioners

(4) land development, and (5) town planning.” Debate ensued. Question—That the words proposed to be added be added—put.

The President resumed the Chair; and the Chairman of Committees (Senator Drake-Brockman) reported accordingly. On the motion of the Minister for Housing (Senator Dame Annabelle Rankin) the Report from the Committee was adopted, and the Bill read a third time.

9. A ustralia- N ew Z ealand F ree T rade A greement—M inisterial Statement— P aper.—Order of the Day read for the adjourned debate on the motion by the Minister for Supply (Senator Henty), viz.—That the Senate take note of the Paper. Debate resumed.

Senator McKenna moved an amendment, viz.—At end of motion add “ but the Senate is of opinion that the Agreement will be detrimental to the interests of Australian primary producers ” . Debate continued. Ordered—That the debate be adjourned till a later hour of the day, and that Senator Benn have leave to

continue his speech on the resumption of the debate.

10. P apua and N ew G uinea P olitical D evelopment—M inisterial Statement.—The Minister for Works (Senator Gorton), by leave, made a statement relating to discussions which had taken place between the Government and the Select Committee on Constitutional Development appointed by the House of Assembly for Papua and New Guinea. Senator Keeffe moved, by leave—That the Senate take note of the Statement. Ordered—That the debate be adjourned till the next day of sitting and that Senator Keeffe have leave to

continue his speech on the resumption of the debate.

11. A ustralia-N ew Z ealand F ree T rade A greement—M inisterial Statement—P aper.—Order of the Day read for the adjourned debate on the motion by the Minister for Supply (Senator Henty), viz.— That the Senate take note of the Paper—And on the amendment moved thereto by Senator McKenna, viz.—At end of motion add “ but the Senate is of opinion that the Agreement will be detrimental to the interests of Australian primary producers ” . 12. A d jo u r n m en t.— The President, under Sessional Order, put the Question—That the Senate do now adjourn. Debate ensued. Question—resolved in the affirmative. The Senate adjourned at seven minutes to eleven p.m. till Tuesday next at three p.m.
