WEDNESDAY, 20th APRIL, 1966.

1. M eeting of Senate.—The Senate met at three p.m., in accordance with the terms of the Resolution of the Senate passed on 31st March, 1966.—The President (Senator the Honorable Sir Alister McMullin) took the Chair.

2. PRAYERS.

3. Vacancy in the Representation of Queensland—A ppointment of Senator William C larence H eatley.—The President informed the Senate that, pursuant to the provisions of the Constitution, he had notified the Governor of the State of Queensland of the vacancy caused in the representation of that State by the death of Senator Robert Duncan Sherrington, and that he had received, through His Excellency the Governor-General, from the Governor of the State of Queensland, a certificate of the appointment of William Clarence Heatley as a Senator to fill the vacancy.

The Certificate was laid on the Table, and read by the Clerk as follows— Executive Council Chamber, Brisbane, 14th April, 1966.

His Excellency the Governor of the State of Queensland hereby certifies to His Excellency the Governor-General of the Commonwealth of Australia the name of—

W illiam C larence H eatley,

of Surfers Paradise in the said State, Grazier, as the person appointed by His Excellency the Governor of the said State, with the advice of the Executive Council thereof, and in pursuance of the provisions of the Constitution of the Commonwealth of Australia, to hold until the expiration of fourteen days after the beginning of the next Session of the Parliament of the said State, or until the election of a successor, whichever first happens, the place of Senator become vacant by the death of Senator Robert Duncan Sherrington on the Sixteenth day of March, 1966, which vacancy was duly notified by the President of the Senate of the Parliament of the Commonwealth of Australia to His Excellency the Administrator of the Government of the said State on the Twenty-first day of March, 1966.

New Senator Sworn.—William Clarence Heatley, Senator for the State of Queensland, was then introduced and, pursuant to the Commonwealth of Australia Constitution Act, made and subscribed the Oath of Allegiance at the Table.

Ministerial Arrangements.—The Minister for Supply (Senator Henty), by leave, informed the Senate that, during the absence abroad of Mr. Holt, Mr. Snedden and himself, Mr. McEwen would act as Prime Minister, Mr. Freeth would act as Attorney-General, and Mr. Fairhall would act as Minister for Supply. In the Senate, Senator Gorton would act as Leader of the Government and would represent the Prime Minister and the Treasurer, Senator Anderson would represent the Minister for Trade and Industry and the Acting Minister for Supply, and Senator McKellar would represent the Minister for National Development.

7. Governor-General’s Messages—Assent to Bills —The following Messages from His Excellency the Governor-General were presented by the President— Casey, Governor-General. Message No. 60. .

A Proposed Law intituled “Australian Coastal Shipping Commission Act 1966 ” as finally passed by the Senate and the House of Representatives of the Commonwealth, having been presented to the Governor-General for the Royal Assent, His Excellency has, in the name of Her Majesty, assented to the said Law.

8. N ew and P ermanent P arliament H ouse—J oint Select Committee.—The President announced the receipt of a letter from the Prime Minister advising that, pursuant to paragraph (3) of the Resolution appointing the Committee, he had appointed the Treasurer to attend the Committee when he, the Ftime Minister, was unable to be present.

9. Leave of A bsence.—Senator McKenna moved, by leave—That Senator Tangney be granted leave of absence for one month on account of ill-health. Question—put and passed.

10. P ost and T elegraph Bill 1966.—Message from the House o f Representatives.—The following Message from the House of Representatives was received and read— M r . President, Message No. 280.

The House of Representatives transmits to the Senate a Bill intituled “A Bill for an Act to amend the ‘Post and Telegraph Act 1901-1965 ’ in relation to Money Orders and Postal Orders and in relation to Decimal Currency ” , in which it desires the concurrence of the Senate. J. McLeay,

Suspension o f Standing Orders.—The Minister for Customs and Excise (Senator Anderson), pursuant to contingent notice, moved—That so much of the Standing Orders be suspended as would prevent the Bill being passed through all its stages without delay. Question—put and passed. On the motion of Senator Anderson the Bill was read a first time. Senator Anderson moved—That this Bill be now read a second time. On the motion of Senator Willesee the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

11. Bankruptcy Bill 1966.—Message from the House o f Representatives.—The following Message from the House of Representatives was received and read— M r . P resident, Message No. 282.

The House of Representatives transmits to the Senate a Bill intituled “A Bill for an Act relating to Bankruptcy ”, in which it desires the concurrence of the Senate. J. McLeay, House of Representatives, Speaker.

The House of Representatives transmits to the Senate the following Resolution which was agreed to by the House of Representatives this day:— That Mr. Hughes be appointed a Member of the Joint Committee on Foreign Affairs in the place of Mr. J. M. Fraser, discharged from attendance.

14. Adjournment.—The President, under Sessional Order, put the Question—That the Senate do now adjourn. Debate ensued. Question—resolved in the affirmative.
