1. Meeting of Senate.—The Senate met at eleven a.m., pursuant to adjournment.—The President (Senator the Honorable Sir Alister McMullin) took the Chair.

2. PRAYERS.

4. Papers.—The following Papers were presented, by Command o f His Excellency the Governor-General— Northern Territory—Report for year 1964-65. Tariff Board Reports— Bonded fibre fabrics and interim Report under the General Textile Reference on bonded fibre

fabrics and articles of bonded fibre fabrics. Pins.

5. Joint Committee of Public A ccounts— R eport.—Senator Wedgwood brought up the following Report from the Joint Committee of Public Accounts—■ Eightieth Report—Department of Customs and Excise—Excise Control Procedures. Ordered to be printed. Senator Wedgwood, by leave, made a statement in connexion with the Report.

6. Public W orks C ommittee—R eport.—Senator Prowse brought up the following Report from the Parlia­ mentary Standing Committee on Public Works— Proposed provision of Building Extensions and Central Air-conditioning Plant at A.B.C. Television Studios, Gore Hill, New South Wales. Senator Prowse, by leave, made a statement in connexion with the Report.

7. Judiciary B ill 1966.—Message from the House o f Representatives.—The following Message from the House of Representatives was received and read— M r . President, Message No. 277.

The House of Representatives transmits to the Senate a Bill intituled “A Bill for an Act to amend the * Judiciary Act 1903-1965 ’ in relation to Legal Practitioners and in relation to the Application o f that Act in the Territories o f the Commonwealth ”, in which it desires the concurrence of the Senate.

Question—put and passed. On the motion of Senator Gorton the Bill was read a first time. Senator Gorton moved—That this Bill be now read a second time. On the motion of Senator Murphy the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

8. A ustralian Capital T erritory Supreme Court B ill 1966.—Message from the House o f Representatives.—The following Message from the House of Representatives was received and read— Mr . President, Message No. 278.

The House of Representatives transmits to the Senate a Bill intituled “A Bill for an Act to amend the ‘ Australian Capital Territory Supreme Court Act 1933-1965 ’ in relation to Barristers and Solicitors ”, in which it desires the concurrence of the Senate. J. McLeay,

Suspension o f Standing Orders.— The Minister for Works (Senator Gorton), pursuant to contingent notice, moved—That so much of the Standing Orders be suspended as would prevent the Bill being passed through all its stages without delay. Question—put and passed. On the motion of Senator Gorton the Bill was read a first time. Senator Gorton moved—That this Bill be now read a second time. On the motion of Senator Murphy the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

9. L oan (H ousing) B ill 1966.—Message from the House o f Representatives.—The following Message from the House of Representatives was received and read— M r . President, Message No. 279.

The House of Representatives transmits to the Senate a Bill intituled “A Bill for an Act to Authorize the Raising and Expending of a sum not exceeding Fifteen million dollars for the purposes of Housing ”, in which it desires the concurrence of the Senate. J. M cLeay,

On the motion of Senator Kennelly the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

10. Sulphate of A mmonia B ounty Bill 1966.—Order of the Day read for the adjourned debate on the Queston—That this Bill be now read a second time. Debate resumed. Ordered—That the debate be adjourned till a later hour of the day, and that Senator Anderson have leave

to continue his speech on the resumption of the debate.

11. R ural Credit A rrangements—M inisterial Statement.—The Minister for Supply (Senator Henty), by leave, made a statement relating to extended farm loan facilities and the establishment of a Farm Development Loan Fund. Senator Kennelly moved, by leave—That the Senate take note of the Statement. Ordered—That the debate be adjourned till the next day of sitting and that Senator Kennelly have leave

to continue his speech on the resumption of the debate.

12. Project Sparta— M inisterial Statement.—The Minister for Supply (Senator Henty), by leave, made a statement relating to Project Sparta, a series of re-entry experiments using United States rockets to be launched from Woomera Rocket Range.

13. Papu a a n d N ew G uinea Political D evelopment— M inisterial Statement.—The Minister for Works (Senator Gorton), by leave, made a statement relating to an invitation extended by the Government to the Select Committee on Constitutional Development, appointed by the House of Assembly for Papua and New Guinea, to come to Canberra for exploratory discussions. Senator Gorton moved, by leave—That the Senate take note of the Statement. On the motion of Senator Kennelly the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

14. Sulphate of A mmonia B ounty B ill 1966.—Order of the Day read for the adjourned debate on the Question—That this Bill be now read a second time. Debate resumed. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

In the Committee.

Bill, by leave, taken as a whole, and agreed to, after debate. Bill to be reported without amendment.

The Acting Deputy-President (Senator Wood) resumed the Chair; and the Temporary Chairman of Committees (Senator Wedgwood) reported accordingly. On the motion of the Minister for Customs and Excise (Senator Anderson) the Report from the Committee was adopted, and the Bill read a third time.

16. F oreign A ffairs— M inisterial Statement, M arch, 1966— P aper.—Order of the Day read for the adjourned debate on the motion by the Minister for Works (Senator Gorton), viz.—That the Senate take note of the Paper. Debate resumed. Senator Turnbull proposed an amendment, viz.—At end of motion add the following words—“ but the

Senate censures the Government for its lack of principle in having commercial dealings with the People’s Republic of China whilst it maintains that that Government is the main aggressor in the Vietnamese conflict ” . Amendment lapsed for want of a seconder. Debate continued. Ordered—That the debate be adjourned till the next day of sitting, and that Senator Wright have leave to continue his speech on the resumption of the debate.

17. Printing Committee— T welfth R eport.—Senator Breen brought up the following Report from the Printing Committee— T welfth R eport

The Printing Committee has the honour to report that it has met in Conference with the Printing Committee of the House of Representatives. The Joint Committee, having considered the Petitions and Papers presented to Parliament since the last meeting of the Committee, and other Papers, the consideration of which had been deferred, recommends that the following be printed—

18. A ustralian C apital Territory R epresentation Bill 1966.—Governor-General's Message.—The following Message from His Excellency the Governor-General was presented by the President— C asey, Governor-General. Message No. 59.

A Proposed Law intituled “Australian Capital Territory Representation Act 1966 ” as finally passed by the Senate and the House of Representatives of the Commonwealth, having been presented to the Governor-General for the Royal Assent, His Excellency has, in the name of Her Majesty, assented to the said Law.
