1. M eeting of Senate.—The Senate met at three p.m., in accordance with the terms of the Resolution of the Senate passed on 10th December, 1965.—The President (Senator the Honorable Sir Alister McMullin) took the Chair.
2. PRAYERS.
3. D eath of Senator the H onorable Sir Shane Paltridge, K.B.E.—The President stated that it was with very great regret he had to announce the death of Senator the Honorable Sir Shane Paltridge, K.B.E., which occurred on 21st January last.
4. Vacancy in the R epresentation of W estern A ustralia—Appointment of Senator R eginald G reive Withers.—The President informed the Senate that, pursuant to the provisions of the Constitution, he had notified the Governor of the State of Western Australia of the vacancy caused in the representation of that State by the death of Senator the Honorable Sir Shane Paltridge, K.B.E., and that he had received, through His Excellency the Governor-General, from the Governor of the State of Western Australia, a certificate of the appointment of Reginald Greive Withers as a Senator to fill the vacancy.
The Certificate was laid on the Table, and read by the Clerk, as follows—

I have the honour to inform Your Excellency that the vacancy in the Senate of the Commonwealth Parliament created by the death of Senator the Honourable Sir Shane Paltridge, K.B.E. has been filled by the appointment of Mr. Reginald Greive Withers. Notice of the appointment appeared in the issue of the Government Gazette dated 18th February,
1966.

5. President’s Commission to A dminister O ath or A ffirmation.—The President announced that he had received from His Excellency the Governor-General a Commission to administer to Senators the Oath or Affirmation of Allegiance.
The Commission was read by the Clerk as follows— His Excellency the Governor-General in and over the Commonwealth o f Australia. To Senator the Honourable Sir Alister M axwell M cM ullin, K.C.M.G., President of the Senate of the Commonwealth of Australia.

W hereas by section forty-two of the Constitution of the Commonwealth of Australia it is amongst other things enacted that every Senator shall, before taking his seat, make and subscribe before the Governor-General, or some person authorized by him, an Oath or Affirmation of Allegiance in the form set forth in the Schedule to the aforesaid Constitution:
Now therefore I, R ichard G ardiner, Baron Casey, the Governor-General aforesaid, do by these Presents command and authorize you from time to time, at Parliament House, Canberra, to administer the said Oath or Affirmation of Allegiance to such Senators as have not already taken and subscribed the same since their election to the Senate.

6. N ew Senator Sw o rn.—Reginald Greive Withers, Senator for the State of Western Australia, was then introduced and, pursuant to the Commonwealth of Australia Constitution Act, made and subscribed the Oath of Allegiance at the Table.
7. M inisterial Statement— The Ministry.—The Minister for Supply (Senator Henty), by leave, informed the Senate that, following the resignation of the Right Honorable Sir Robert Menzies as Prime Minister, the First Holt Ministry had been constituted as follows—

international peace, and the development of harmonious relations with Pakistan, expresses to the people of India its profound regret at the loss they have suffered, and tenders its deep sympathy to his widow and family.

D eath of the P rime M inister of N igeria, Sir A bubakar T arawa Balewa.—The Minister for Supply (Senator Henty) referred to the death of the Prime Minister of Nigeria, Sir Abubakar Tafawa Balewa, and moved, by leave—That the Senate records its regret at the death of Sir Abubakar Tafawa Balewa and expresses its condolences to the members of his family. D eputy-Leader of the G overnment in the Senate and G overnment W h ip.—The Minister for Supply (Senator Henty) by leave, made a statement announcing the appointment of the Minister for Works (Senator Gorton) as Deputy-Leader of the Government in the Senate and of Senator Scott as Government Whip.

H olt M inistry—Policy Statement—Paper.—The Minister for Supply (Senator Henty), by leave, made a statement outlining the policy of the Holt Ministry in relation to current matters of national and international concern. Senator Henty then, by Command of His Excellency the Governor-General, laid upon the Table the following Paper—
Policy Statement by the Prime Minister (Rt. Hon. Î. E. Holt), dated 8th March, 1966— and moved, by leave—That the Senate take note of the Paper.
