1. Meeting of Senate.—The Senate met at three p,m., pursuant to adjournment.—The President (Senator the Honorable A. M. McMullin) took the Chair.

4. Address-in-Reply to the Governor-General:s Opening Speech—Change in Time for P resentation.—The President informed the Senate that the time for the presentation of the Address-in-Rep ly to His Excellency the Governor-General had been altered. The presentation would take place at three p.m. to-morrow.

5. Motion for Adjournment, to Debate Matter of Urgency.—Senator O’Flaherty, in order to discuss a matter of urgency, viz.—“ circumstances connected with the state of disrepair of War Service Homes at East Payneham and Hectorville in South Australia ”, moved—That the Senate, at its rising, adjourn till to-morrow at half-past eleven £m . Debate ensued.

5. Tariff Board Bill 1953.—The Attorney-General (Senator Spicer) moved, by leave—-That leave be given to introduce a Bill for an Act to amend the Tariff Board A d 1921-1952. Question—put and passed. ■. . , ·

Bill presented, and on the motion of Senator Spicer read a first time. Suspension of Standing Orders.—The Minister for Shipping and Transport (Senator McLeay), pursuant to contingent notice, moved—That so much of the Standing Orders be suspended as would prevent the Bill being passed through its. remaining stages without delay. .

Senator Spicer moved—That the Bill be now read a second time. On the motion of Senator McKenna the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

On the motion of Senator Henty the debate was adjourned. Ordered—That the resumption of the debate be an Order of the Day for the next day of sitting.

13. Sales Tax Assessment Bill (No. 5) 1953.—Order of the Day read for the adjourned debate on the Question—That the Bill be now read a second time. Debate resumed. Question—put and passed. Bill read a second time. The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

14. Therapeutic Substances Bill 1953.—Order of the Day read for the adjourned debate on the ■ Question—That the Bill be now read a second time. Debate resumed. Question—put and passed. .

In the Committee.

Bill, by leave, taken as a whole, and debated— On the motion of the Minister for Repatriation (Senator Cooper) the following amendment was made, viz. :—clause 14, before sub-clause (1.), insert the following sub-clause :— “ (1a.) A person who contravenes, or fails to comply with, a provision of this Act is guilty

of an offence against this Act.”. Bill, as amended, agreed to. ·

Bill to be reported with an amendment. .

16. Adjournment.—The Minister for Shipping, and Transport (Senator McLeay) moved—That the Senate do now adjourn. Debate ensued. Question—put and passed.
